Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the NIST Center for Neutron Research, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Quantachrome Corporation for an Autosorb1-C, a fully automated physisorption and chemisorption analyzer. ***Sole source determination is based on NIST?s need for hydrogen isotherm equipment to perform quick and fully automated hydrogen sorption isotherm measurements to compliment and guide neutron scattering experiments. The specifications for this equipment are the following: (a) the equipment shall perform fully computer controlled chemi- and phsisorption isotherms at different temperatures, (b) shall provide temperature programmed reduction (TPC) and desorption (TPD) measurements via a build-in mass spectrometer, (c) For proton-conductor research, the equipment shall be also able to do "vapor absorption" measurements in addition to standard chemi- and physisorption measurements, (d) shall provide a cell-seal assembly, which is suitable for air-sensitive materials, (e) shall provide oil-free high-vacuum sample preparation system with many (at least five) different pressure sensors for accurate pressure reading, (f) shall includes automated gas switching, in-situ sample preparation, high temperature furnace and digital temperature controller for precise chemisorption measurements and characterization of active surface area, heats of adsorption, degree of dispersion, average crystallite size. Quantachrome Corporation is the only known source to meet NIST?s stringent specifications. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by April 1, 2005 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
