- The U.S. Coast Guard Engineering Logistics Center intends to issue a solicitation and award a requirement type contract, with a base year and four (one year) option periods for the purchase of Grid Coolers for the 75 foot WLR and WLIC Class Coast Guard Cutters. The solicitation will be issued on a brand name or equal basis using the brand name Fernstrum. The following is a list of the items, with the salient characteristics: 1. GRIDCOOLER, Overall Length: 121 1/4 inches, Overall Width: 16 7/16 inches, Overall Projection from hull to bottom of zinc electrode: 4 23/32 inches, Inlet and Outlet Piping Connections: 3 inch NPS nozzles both located 3 5/8 inches from same end of cooler, Cooling Circuit: Single, Heat Rejection: 26, 012.28 Btu/min, Fresh Water Flowrate: 120.2 gpm, Min Raw Water Flow Past Cooler Tubes (Knots): 3, Maximum Sea Water Temperature: 85 degrees F., Cooler Material: Copper-Nickel. Cooler shall be equal to a Fernstrum Model: DX18114U. 2. GRIDCOOLER, Overall Length: 68 1/2 inches, Overall Width: 11 1/8 inches, Overall Projection from hull to bottom of zinc electrode: 3 15/32 inches, Inlet and Outlet Piping Connections: 2- 1/2 inch NPS nozzles both located 2 3/4 inches from same end of cooler, Cooling Circuit: Single, Heat Rejection: 5863 Btu/min, Fresh Water Flowrate: 33 gpm, Min Raw Water Flow Past Cooler Tubes (Knots): 3, Maximum Sea Water Temperature: 85 degrees F., Cooler Material: Copper-Nickel. Cooler shall be equal to a Fernstrum Model: BN1663U-S3 3. DATA FOR PROVISIONING(DFP) The DFP shall consist of product technical data that the contractor makes commercially available for each piece of equipment being procured by the government. A Coast Guard Provisioning Team will use the Contractor?s DFP to code and identify the equipment for for reprocurement during the lifecycle of the system. Estimated quantities for the base year and each option year will be identified in the solicitation. Delivery of an Engineering Documentation Package (EDP) shall be submitted with contractor?s quote. EDP is necessary for Coast Guard Engineers to evaluate salient characteristics of the material in the contractor?s proposal and the feasibility of integrating the Contractor?s equipment into the design of Coast Guard vessels. Delivery will be F.O.B. Destination to the USCG Engineering Logistics Center, Baltimore, MD 21226. The Coast Guard does not intend to pay for information solicited. The USCG ELC anticipates awarding a Requirements Type Contract with a base year plus four (1) year option years. The complete solicitation package shall also be available for download from FedBizOpps, at www.eps.gov on or about 15 April 2005. Be advised this date is?estimated? at best.
