NAICS Code: 541620 SYNOPSIS The U.S. Environmental Protection Agency's (EPA's) National Center for Environmental Assessment (NCEA) is reviewing and, as appropriate, revising the EPA document, Air Quality Criteria for Lead, EPA-600/8-83/028aF-dF, published in June 1986, and the associated supplement (EPA-600/8-89/049F) published in 1990. The NCEA Office in Research Triangle Park, NC is seeking contractors who can provide expertise and written material for various sections of Chapter 6 of the Lead Air Quality Criteria Document (AQCD), which is titled, "Epidemiologic Studies of Ambient Lead Exposure Effects." Separate purchase orders will be issued for each section and offerors may choose to quote on more than one section. The time period for performance of this work is March 2005 through April 2006, with optional tasks continuing the performance until February 2007. NCEA is under a very accelerated litigation-related time line to produce the first draft of this chapter by late June of 2005. Services required include: (1) preparation and submission of an expanded outline of the chapter section, a JQM/QAPP and list of key studies; (2) participation in preliminary teleconference meeting for authors; (3) preparation of draft for peer-consultation meeting; (4) review of workshop draft of epidemiology chapter; (5) attend peer-consultation workshop; (6) preparation and submission of written responses to comments from peer consultation workshop and first external review draft (ERD) and references; and (7) review of public comments from ERD and attendance and participation in CASAC meeting. Optional tasks include: (1) completion of second ERD and (2) completion of final draft of Lead AQCD. Successful performance for this contract requires the contractor to have: (1) a strong publication record in the area of the section and chapter of the specific request for quotation; (2) service on the editorial boards of ecological and/or environmental journals; (3) past experience serving on national or international research review and advisory panels; and (4) past leadership positions in an academic or ecological research facility. This procurement is being conducted using Federal Acquisition Regulation Part 12, Commercial Item, procedures.
