Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number DCN: 54K611 is issued as a Request for Quotation. This acquisition is being processed using full and open competition. The NAICS code is 334516. The Gas Chromatograph/Mass Spectrometer with Thermal Desorber shall meet the following minimum performance specifications: General Requirements: 1) Mass range shall span up to 1000 Da 2) Scan rate shall be a minimum of 10,000 Da/second 3) ionization options shall include positive and negative chemical ionization 4) instrument shall be capable of switching between electron (EI) and chemcial ionization (CI) during the same chromatographic run 5) electron ionization shall be possible in full scan and selected ion modes 6) MS/MS shall be possible in all ionization modes Component Requirements: MASS SPECTROMETER 1) source shall be ion trap 2) sensitivity of 1 pg/ul or less for decafluorophenone 3) mass range shall span 10 to 1000 Da 4) ionization options shall include positive and negative chemical ionization 5) internal, external, and hybrid ionization configurations shall be available 6) electron ionization shall be possible in full scan and selected ion storage modes 7) MS/MS shall be possible in all ionization modes 8) GCMS shall be powered by a turbomolecular pump GAS CHROMATOGRAPH 1) temperature programmable over from -99 to 450 C 2) multiple ramps per method 3) maximum ramp rate of 100 C/minute 4) temperature set point resolution 1 degree C or less over programmable range at all ramp rates 5) column oven cool down 450 C to 50 C in less than 5 minutes THERMAL DESORBER 1) temperature programmable from -150 to 400 C 2) desorption flow from 0 to 400 ml/minute 3) transfer line to GC 15 cm or less ADDITIONAL REQUIREMENTS: 1) The instrument shall be Section 508 compliant (see www.section508.gov for more information) 2) Installation and training shall be included 3) Offerors shall specify their anticipated delivery date in their quotations 4) The FOB point shall be destination (5) Equipment shall be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council. All Items shall be delivered to the U.S. EPA Shipping and Receiving, Page Road and I-40, Research Triangle Park, NC, 27711 F.O.B. point shall be destination. Price quotes shall include any shipping charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
