Description
The Naval Research Laboratory has a requirement for continuing research and development support with technical capabilities to conduct research and development in techniques for processing and communicating data that preserve critical system properties, such as security, safety, availability, and timely delivery of computational results, and improve formal methods for analyzing and developing software and hardware systems. These areas include the research, development, and design of high assured building blocks for trustworthy systems, cryptographic devices in high assurance systems, high assurance real-time systems, system requirements engineering, trustworthy database management systems, networks and distributed systems, the management of distribution of cryptographic keys, the foundations of security, information warfare technology, and information security capabilities. The Contractor under this effort shall provide Research and Development support for a wide range of NRL research tasks to support offensive and defensive information warfare. The contractor shall provide support for research efforts in three areas: research development and management of trusted and distributed network systems; design and development of technology for computer network systems vulnerability and intrusion detection; and development and testing of high assurance computer systems and RF communications systems. The expected period of performance is for 12 months with four (4) 12-month option periods and will consist largely of on-site support at the Naval Research Laboratory, Washington DC. The contractor shall provide, on a level-of-effort basis, thirty eight thousand four hundred (38,400) scientific, technical, engineering, and support hours for the basic award and thirty eight thousand four hundred (38,400) scientific, technical, engineering, and support hours for each option, if exercised. All personnel must be a US citizen and be eligible for a Top Secret level security clearance. In addition, some personnel may require a Sensitive Compartmented Information (SCI) clearance. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency.
