Description
U.S. Army Corps of Engineers (COE)  Jacksonville District is seeking interest from SBA certified 8(a), HUBZone, and Service Disabled Veteran-owned firms to enter into Basic Ordering Agreements (BOAs). We plan to enter into no more than six BOAs, t o be distributed 2 each in the 3 set-aside categories mentioned above. The total ordering period of each BOA will not exceed three calendar years. A BOA is not a contract but is a written instrument of understanding between the COE and the firm to facili tate the expeditious acquisition of covered services, if and when ordered. BOA holders will receive contract clauses, provisions, terms and conditions, which will apply to the extent referenced therein and according to the dollar amount of each BOA, and w ill constitute a separate contract with the issuance of an order. There is no assurance from the BOA of a steady stream of work. Nothing in the BOA is intended to state or imply any agreement by the COE to place future contracts or orders with the BOA hold er or to require that the COE solicit and acquire services from the BOA holders only. When the COE has a specific work requirement suitable for accomplishment under the BOA, we will provide written plans and specifications to all BOA holders along with a r equest for a proposal. There is no guaranteed minimum dollar amount or volume of work that will be ordered under the BOA, but, if orders are placed, the minimum order amount will be $2,500.00 and the maximum will be $5,000,000.00. Evaluation criteria for a ward of the BOAs are past performance, bonding capacity, and principal place of business (with preference for Florida firms). Bonding capacity will be evaluated on a pass/fail basis. Interested firms must demonstrate ability to provide performance and pa yment bonds in the amount of $5,000,000.00. Past performance will be evaluated on a best qualified basis. Principal place of business will be used as a discriminator when otherwise equally qualified firms are being evaluated. Assuming adequate response, BOAs will be awarded to the two best qualified 8(a) firms, the two best qualified HUBZone firms, and the two best qualified SDVOSB firms. If a firm is certified in more than one of the set-aside categories, the COE reserves the right to evaluate firms in the manner the COE determines to be most equitable. Individual orders will be awarded to the BOA holder who has an acceptable record of performance under previous orders and whose price is the lowest. DESCRIPTION OF WORK: Minor construction projects in t he state of Florida, which may include, but are not limited to, earthwork, seeding, grading, repairing of dikes and jetties, small dredging, installation of prefabricated buildings, concrete placement, stone placement, installation of mechanical and electr ical equipment, repair and installation of weir structures. A solicitation will be issued on or about 06 April 2005 with submission due on or about 06 May 2005. Solicitation will be issued in electronic format only and will be posted on our website.
