Description
The Air Armament Center (AAC) has a requirement to increase the quantity of BLU-113 P3I (BLU-122) inert warhead load/maintenance trainers, provided as an option line item under contract F08635-03-C-0025, from 5 each to 11 each. The contractor is required to fabricate, assemble, test, and deliver inert units for use as load or maintenance trainers. Except for the fill material, the trainers shall replicate the characteristics of the live operational production assets. The current quantity of 5 load trainers was previously established within the original solicitation for the BLU-113 P3I program that was competitively awarded to General Dynamics Ordnance and Tactical Systems (GD-OTS, Inc.) on 9 June, 2003. In order to perform this effort, a contractor must have detailed, intimate knowledge of the BLU-122 and associated production processes. This is necessary because a level III reprocurement drawing package was not procured. GD-OTS is the only known manufacturer capable of meeting all the Government's requirements at an affordable cost and within the program's schedule. This synopsis is published as notification of the Government?s intent to procure the additional warhead maintenance trainers from GD-OTS as a sole-source modification to contract F08635-03-C-0025. The Government will accept and evaluate information on other potential sources capable of delivering all the requirements for the trainers within the program schedule and at a reasonable price. This synopsis is not an invitation for bid or a request for proposal and in no way commits the Government to an award of contract; however, any proposals submitted as a result of this notification, and prior to any subsequent contract award, will be considered by the Contracting Officer. This acquisition will utilize the North American Industry Classification System (NAICS) code 332993, with a small business size standard of 1,500 employees.
