Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13 (not to exceed $100,000). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NWWP-500864-2DT. The solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2001-27. The proposed contract is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 334220 and the small business size standard is 750 employees. The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) requires ten weather antennas. Kathrein Incorporated, Scala Division, 555 Airport Rd., Medford, OR 97504-4159, phone 541-779-6500, is the sole manufacturer of the HDB-155 antenna elements that the NWS requires for its newer NOAA All Hazards Radio transmitters. The HDB-155 antenna element is proprietary to Kathrein Inc. and the Government does not have any schematic drawings to provide. Although Kathrein Inc. is the sole manufacturer, there are several distributors of this antenna. Using these antenna elements allows the NWS to immediately repair sections of existing Scala 4 Bay antennas which were damaged in recent hurricanes, assemble a complete Scala 4 Bay antenna system, or utilize spare parts as required. Each required antenna system consists of: a) four HDB-155 broadband half wave dipole antenna elements, with 1 degree electrical down tilt; b) one PDM4-222/50 four-way power divider; and c) four RFF-1/2? super flexible coax antenna feeder cables, 12 feet long. The antenna is used for high power NWS transmitters for proper signal propagation. NWS uses the unit in a 4-Bay configuration with a power divider. These transmitters operate in the 162.400 to 162.550 MHz frequency range. It is required that three of the antennas be delivered within 30 days or sooner after receipt of order with the remaining seven to be delivered within 60 days or sooner. Shipping shall be made FOB destination to NWS Southern Region Headquarters, 818 Taylor Street, Fort Worth, TX 76102. Technical questions must be submitted in writing to the Contracting Officer by fax or by email. You may submit your proposal by email, fax, or by mail. Proposal must be received on or before close of business April 13, 2005. Please include delivery schedule, business size, and Dun and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov.
