- This synopsis/solicitation is intended to notify all interested sources that the Government intends to award this procurement for Combat Trauma Bags for use in OIF, as a sole source award to Recon Mountaineer, LLC, Via Metates, Oceanside, California 92057-4505. This contractor is the only known responsible source for fulfilling this specific requirement. See numbered note 22. The intent is not to request competitive proposals. However, any proposals received will be considered solely for the purpose of determining whether to conduct a competitive procurement
