- PROCUREMENT ANNOUNCEMENT: PURSUANT TO P.L. 100-656, SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, THIS SOLICITATION IS CLASSIFIED AS 8 (A) COMPETITIVE. The contractor shall provide all labor, material, equipment, transportation and supervision required to demolish existing bridge and construct a new bridge at the same location. The NAICS code is 237310. The size standard is $28.5 million. The estimated range for this project is $1,000,000.00 and $5,000,000.00. The estimated release date is April 4, 2005. The government intends on issuing the solicitation through the internet. All prospective offerors must register on the web site. The entire solicitation, with drawings will be available for viewing and downloading at http://www.esol.navfac.navy.mil. The Official Plan holders list will be maintained and can be printed from the web-site ONLY. Amendments will be posted on the web-site for downloading. This will normally be the only method of distributing amendments: therefore, it is the offeror?s responsibility to check the web-site periodically for any amendments to the solicitation. A pre-proposal and site visit will be scheduled in the solicitation. Proposals shall be submitted to: Naval Facilities Engineering Command, Midwest, 201 Decatur Avenue, Building 1A, Great Lakes, Illinois 60088-2801. Proposals must be received on or about 3:00 P.M. (local time) May 4, 2005. All contractual and technical questions must be submitted 10 days prior to due date of proposals. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. It has been determined that competition will be limited to 8 (a) firms serviced by the Illinois District Office only. All other firms are deemed ineligible to submit offers. Firms must comply with FAR 52.219-14 (b) (3) to perform at least 15 percent of the cost of the contract. The resulting contract will be Firm Fixed Priced, Best Value to the Government with evaluating factors being, Technical Experience, past Performance and Price. IMPORTANT NOTICE: Effective 5/31/1998, all contractors submitting proposals, bids or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The DOD implemented the capability to register in the CCR through www.ccr.gov. Please hold all calls until RFP is released.
