Description

The applicable North American Industry Classification System (NAICS) is 561210. The Bureau of Reclamation Snake River Area Office (West), has a requirement for maintenance of fences at Cascade Reservoir, near Cascade (Valley County), Idaho. The services are to be performed between May 1, 2005 through November 30, 2005. The contract will be awarded for the base year period with four, 1-year option periods. We have barbed wire, electric, and wood post and rail fences that need to be maintained. The contractor is responsible for providing all equipment, materials and labor to maintain the fences. We have approximately 6.9 miles of barbed wire fence, 9.1 miles of electric fence, and 3.8 miles of wood post and rail fence. Maintenance of the electric fence requires a herbicide application to keep the weeds down each spring. The herbicide applicator must have a current Idaho State applicator's license. This solicitation will be issued in accordance with FAR Part 12 and FAR Part 15. This contract will be a performance-based service contract. The solicitation will be issued approximately March 25, 2005, and the offer due date will be approximately April 15, 2005, these dates are subject to change. The small business size standard for this acquisition is $30 million. This requirement is SET-ASIDE FOR SMALL BUSINESS. Offers will be evaluated on past performance, experience, available resources, and price, further clarification of the evaluation factors will be in the solicitation. Award will be based on the best value to the Government. The RFP, when issued, will include a contact point for offerors to contact before visiting the site. The solicitation will be available online on our regional website at www.usbr.gov/pn/contracts/service, on or about March 25, 2005. To be included on the offeror list, interested offerors must register on our website www.usbr.gov/pn/contracts/service. Telephone requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary, and if you are registered at our local website, you will be notified by email. We anticipate issuing a Request for Proposals (RFP) in latter-March, but all dates in this notice are subject to change.
