MARKET SURVEY QUESTIONNAIRE  DIESEL HYBRID ELECTRIC VEHICLES (HEV) PROJECT This market survey questionnaire is being issued for information and planning purposes only. Responses are voluntary, not mandatory, and the Government is NOT negotiating or calling for offers at this time. There will be no remuneration provided for any information given to the Government in response to this market survey. The survey pertains to the U.S. Army Tank Automotive Research, Development and Engineering Centers (TARDECs) The National Automotive Center (NAC). The Department of Defense has a ne ed for vehicles that operate on diesel fuel, but with greater fuel economy than traditional vehicles and integral on-board electrical power. The NAC is interested in obtaining diesel Hybrid Electric Vehicles (HEVs) for the National Automotive Center for d isplays, demonstrations, testing and evaluation in U.S. Army National Guard units and other non-military government agencies. The purpose of this effort is to determine the applicability of this vehicle type for use in military and homeland security situa tions. QUESTIONS SHOULD ALSO BE SUBMITTED VIA E-MAIL. ************************************************************************ DRAFT PERFORMANCE WORK STATEMENT - Diesel Hybrid Electric Vehicles (HEV) Project Under a firm-fixed-price arrangement, the contractor will lease ten Diesel Hybrid Electric Vehicles (HEVs) to the National Automotive Center for testing and evaluation in U.S. Army National Guard units and other non-military government agencies for a perio d of 24 months. The vehicles will be used for displays, demonstrations, testing and evaluation by the U.S. Military and non-military U.S. Government agencies. The purpose of this effort is to determine the applicability of this vehicle type for use in mi litary and homeland security situations. The contractor shall leverage Commercial Off-The-Shelf (COTS) technology and components contained within standard production vehicles in order to produce the diesel hybrid-electric vehicles. At delivery, the vehicles shall comply with all commercial Feder al Motor Vehicle Safety Standards (FMVSS). Unless otherwise noted herein, the vehicles will contain production components. The proposed vehicles will be derived from current production, 4-wheel drive, Quad-Cab, 1-Ton, Heavy Duty, pick-up truck carrier vehicles, with ABS, 8-foot cargo bed, single r ear wheel axles, and minimum towing capacity of 5 tons. The basic powertrain for the ten (10) HEVs shall be approximately 6-liter, turbocharged, diesel engine, mated to a 4-Speed automatic transmission and a 2-Speed heavy-duty transfer case Hybrid System: The ten (10) HEVs will be equipped with an Integrated Starter/Generator (IS/G) system that provides up to 5 kW of exportable 120 & 240 VAC 60 Hz auxiliary electric power. The HEV battery pack and associated power electronics will be mounte d at various locations on the chassis so as not to intrude upon or diminish cab or cargo volume. Up to 5 kW of exportable AC power will be available in three vehicle operating modes: stationary engine idle, Silent Power from the HEV battery pack with di esel engine off, and On-the-Fly with diesel engine running and vehicle driving. Auxiliary power outlet panels will be conveniently located in the cab and cargo bed area. The vehicles will be conventionally equipped with production components other than the IS/G Hybrid syst em. The contractor shall transfer/deliver the ten (10) HEVs to the designated locations and points of contact within nine (9) months after contract award. No later than 31 Jan 2008 the ten (10) HEVs will be returned to the contractor for disassembly, inspection and scrapping. The NAC and the contractor will identify a mutually acceptable end-of-useful-life value of the vehicles that will be contained within the definitive agreement agreed to and entered into by the contractor. The period of performance for the lease will be twenty-four (24) months beginning on the date that the last of the ten (10) vehicles are delivered. The 10 vehicles shall delivered to domestically-based United States Army National Guard units yet to be identified. Department of Defense Address Activity Codes (DODAAC) and delivery points of contact for shipping will be provided upon contract award. The Government will make available to the Contractor all documentation that is currently available in support of this Statement of Work to ensure that the information developed by the contractor is based on the most current available to date. The Contractor shall specifically identify in their proposal the type, amount, and time frames required for any Government resources, excluding those listed in the paragraphs in this SOW. The Contractor will not be provided with any workspace, office supp lies, computer equipment and time, telephone, and reproduction facilities for this effort.
