Description

This acquisition is for ROOFER Inspections Ft Riley, Kansas. Army Construction Engineering Research Laboratory (USACERL) developed a Roofing Engineered Management System called ROOFER. This system provides assistance to installations with collection of roof inventory, development of systematic inspection schedules, assessment of roof condition, calculation of the Roof Condition Index (RCI) (derived from the Membrane Condition Index (MCI), calculation of the Flashing Condition Index (FCI), calculation of the Insulation Condition Index (ICI), identification and prioritization of maintenance requirements, cost estimates for identified maintenance and repair work, prediction of future roof condition, economic analysis for postponed work, and generation of annual and multi-year M&R work plans. The objective of this scope of work is to perform visual inspections, conduct core sampling, input all visual inspection information into a database, input insulation inspection information into this database, generate ROOFER Network Analyses and project Analyses reports, and provide roof assessment information in a complete and organized fashion to the installation roofing manager. This is 100% set aside for small business concerns using Simplified Acquisitions Procedures. The contract will be for a basic period of 7 months with three, one-year options. Performance start date is 1 May 2005. The North American Industry Classificatio n System (NAICS) Code is 541350. It is anticipated that one Indefinite Delivery, Indefinite Quantity, Firm Fixed Price (IDIQ/FFP) will be awarded as a result of this solicitation. The solicitation will be available on or about 28 March 2005 with a closing date for proposals due 20 days after issuance of the solicitation in accordance with FAR 5.102(d), availability of the solicitation will be limited to the electronic medium. The government award will be based on the best value with the evaluation factors to be set forth in the solicitation.
