Description
The MILSATCOM Joint Program Office (MJPO) Space & Missile Systems Center (SMC) is providing the third DRAFT Request For Proposal for the Transformational Satellite (TSAT) Mission Operations System (TMOS). This acquisition intends to competitively award a single contract. Expected contract award date is October 2005 with a period of performance through 2016. TMOS will provide operational and network management for the TSAT Space and Ground communications segments as the space-borne extension of the Global Information Grid (GIG). As part of the broader network-centric TSAT program, it will facilitate and enable Communications on the Move (COTM) and Airborne Intelligence, and Surveillance and Reconnaissance (AISR) in support of warfighter needs. Specifically, TMOS will provide circuit/packet mission planning and policy management, external network coordination, network operations and management, key management, and Situational Awareness-Common Operational Picture (SA-COP) in a secure environment, fully incorporating Information Assurance (IA) constructs. In addition, operations and network management responsibilities for the Advanced EHF (AEHF) communications system will transition to TMOS prior to TSAT first launch (FY13). Drafts of the following are included as attachments to this announcement: 1) Statement of Objectives (SOO), 2) Contract Sections A-K, 3) Contract Section L, 4) Contract Section M, 5) Work Breakdown Structure (WBS) and 6) Contract Data Requirements List (CDRL). The final RFP is scheduled for release in May 2005. It is anticipated that this will be a full and open competition. Small businesses that have the qualifications to perform as a prime contractor must submit a statement of capability (SOC) that addresses the above core requirements by 4 April 2005 in preparation for Industry Day. Small business offerors note that small business size standard NAICS 541710 (1,000 employees) applies. Offerors must be registered in the Department of Defense Central Contractor Registration database (http://www.ccr.gov/) to be eligible for contract award. Offerors that respond to this draft solicitation are expected to be fully capable of supporting the design, development, and deployment of the Transformational Communications Satellite System (TSAT) Mission Operations System (TMOS). Industry Days will be conducted on 5-6 April 2005, at the Aerospace Corporation, 2350 East El Segundo Blvd, El Segundo CA 90245. Meetings will be held at the Unclassified Level, and registration is required. The number of attendees per company is limited to 25. SECURITY REQUIREMENTS: (a) This acquisition will require access to and processing of classified information up to and including TS security requirements. (b) Notice to Foreign-Owned Firms: Contracts will be awarded only to US companies. Foreign teaming, licensing, or subcontracting is not permitted. BE ADVISED: An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror.
