Description
This is a Sources Sought Notice only. No solicitation is being issued at this time. For reference purposes, the solicitation, when issued, will be numbered FA2517-05-T-6023. The solicitation will be a Request for Proposal (RFP). The Lowest Price Technically Acceptable (LPTA) will likely be the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB), Colorado, seeks potential sources to perform education services-academic courses supporting operations related to Homeland Defense (HLD) and Military Assistance to Civil Authorities (MACA) in support of Headquarters, NORAD-USNORTHERN COMMAND (HQ N-NC), PAFB, Colorado. The contractor shall provide all necessary expertise and services to perform the following: Develop and provide a rigorous, graduate level, four-course certificate program from an accredited institution, covering issues related to HLD and MACA, to include thorough coverage of interagency operations, homeland security, terrorism and critical infrastructure protection. The contractor shall: (A) Develop and provide an Introduction to Homeland Defense course that: (1) Provides knowledge and understanding of the threat of terrorism and United States national strategies, policies, approaches, and practices to achieve homeland security and homeland defense. (2) Increases knowledge and understanding of the role of the Department of Defense, North American Aerospace Defense Command (NORAD), and U.S. Northern Command (NORTHCOM) in homeland defense. (3) Improves ability to identify, describe, critically analyze, innovate, think strategically, and solve ill-defined homeland security and homeland defense problems. (4) Develops skills for examining, discussing, and critiquing homeland security and homeland defense organizational roles, decision-making, and actions and the implications and consequences of homeland security and homeland defense activities. (5) Enables learners to gain a conceptual and practical grounding in the complex environment, multiple challenges, diverse requirements, and interdependent processes faced by leaders, managers, and policy makers in establishing strategies and responses to counter terrorism and achieve homeland security and homeland defense. (B) Develop and provide an Interagency Relationships in Homeland Security and Homeland Defense course that: (1) Increases knowledge and understanding of interagency relationships required to implement United States national strategies, policies, approaches, and practices to achieve homeland security and homeland defense. (2) Increases knowledge and understanding of the roles, missions, and operations of federal government agencies (primarily in the Department of Homeland Security and Department of Defense) and state and local government organizations responsible for homeland security and homeland defense. (C) Develop and provide a Foundations of Terrorism course that: (1) Enables learners to gain a conceptual and experiential grounding in the history, psychology, and sociology of terrorism. (2) Increases knowledge and understanding of the roles, missions, and operations of federal government agencies (primarily in the Department of Homeland Security and Department of Defense) in counterterrorism and anti-terrorism/force protection. (3) Increases knowledge and understanding of weapons of mass destruction and asymmetric threats. (D) Develop and provide a Protection of Critical Infrastructures course that: (1) Enables learners to gain a conceptual and experiential grounding in critical infrastructure elements and information/cyber infrastructures. (2) Increases knowledge and understanding of systems engineering and risk management/risk assessment principles. This course of instruction will be taught to a maximum of 30 students annually, covering all four courses. A classroom is available at Peterson AFB, Colorado Springs, CO, for one year for each set of four (4) courses. All the courses must be at the graduate level and offered within a 12-month period. It is anticipated that the contract performance period will be a base period of one year and four one-year option periods, exercised at the unilateral right of the Government. The Government is contemplating award of a firm-fixed-price contract. The North American Industry Classification Systems (NAICS) Code is 611310. The small business set-aside is $6,000,000. Additional information, as it becomes available, will be posted for viewing on FedBizOps (FBO) at http://www.eps.gov/. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUB zone, woman-owned), and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. Paper copies are optional.
