- Description
- This is a notice of intent that WR-ALC anticipates issuing a firm fixed price contract for the upgrade of Band 3 and Band 5 Voltage Controlled Oscillators applicable to the AN/ALQ-131. Applicable NSNs are as follows: Remanufacture of the Band 3 VCO: Input NSN: 5865-01-081-5249EW or Input NSN: 5865-01-253-5017EW; and Remanufacture of the Band 5 VCO: Input NSN: 5955-01-227-8670EW or Input NSN: 5955-01-117-8534EW. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with limited competition between Teledyne Wireless (CAGE Code: 24022) and Signal Technology Corporation (CAGE Code: 33025). This acquisition will be processed in accordance with 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements, and AFMC FAR Sup 5352.217-9006 (Mission Essential Quantity, MEQ,): If a proven source is not the low offeror, the basic quantity may be split into a First Article quantity, for award to the unproven low offeror, and a MEQ, for award to the proven source, with the balance of the requirement established as options in both contracts. See Numbered notes 22 and 26. Numbered note 22 applies only to the MEQ quantity. The Government does not have complete and adequate data, which may be required in the performance of the contract. Estimated MEQ for Band 3 is 11, and estimated MEQ for Band 5 is 30. Basic year quantities are estimated for Band 3 at 33 each, and for Band 5 at 38 each, with 4 out-year options.
