Description
You are invited to submit a budgetary quotation under Request For Quotation number FA3002-05-X-0702 to furnish training as outlined in the attached Statement of Work. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. STATEMENT OF WORK: 1. Scope. English Language Training is required for 120 Iraqi students. The training will be procured by the Air Education and Training Command and presented under the auspices of the Security Assistance Training Program. Training is planned to take place from 2nd quarter of CY05 thru 2nd quarter of CY07. All instruction is to be in the English Language; it is not necessary for proposed instructors to be fluent in any language, other than English. Training shall take place in Iraq, at Baghdad International Airport. 2. Technical Training. The objective of the training will be to provide 120 Iraqi students instruction in the English language, with the end result being fluency and the capability to perform mission functions utilizing spoken and written English. The specifics are as follows: (a) Instructors shall provide training using a Defense Language Institute (DLI) provided course. (b) The course shall be 2 years in duration. (c) There shall be 4 instructors. (d) Each instructor shall attend training at the Defense Language Institute at Lackland Air Force Base, located in San Antonio, TX, prior to departure to Iraq. This instructor course will be 2 weeks in length. (e) Each instructor will be responsible for training 30 students. (f) The course each instructor shall conduct will be: i. 6 days per week. ii. 4 hours per course/2 courses per day. iii. Work schedule is 3 weeks work; 1 week off (accommodates student requirements). (g) DLI will provide all training materials. The contractor shall provide the students with a copy of all necessary training materials. (h) Graduates shall possess an English Comprehension Level (ECL) and/or Oral Proficiency Interview (OPI) of: i. Maintenance and Support Personnel ? ECL of 75. ii. Aircrews ? ECL of 80 with OPI of 2/2. 3. Contractor Travel: (a) Airfare: The contractor shall propose airfare for instructors as follows: i. From their home base to Lackland AFB, in San Antonio, TX. ii. From San Antonio, TX to Fort Benning, GA (predeployment training). iii. From Fort Benning, GA to Kuwait (rotator flight will transport instructors from Kuwait to Baghdad). (b) Housing. The contractor shall propose lodging while in the San Antonio, TX and Fort Benning, GA areas. Military lodging will be provided during their stay in Iraq. c. Ground Transportation. The contractor shall propose ground transportation while in the San Antonio, TX and Fort Benning, GA areas. Military transport will be provided while in Iraq. d. Meals. The contractor shall propose meals while in the San Antonio, TX and Fort Benning, GA areas. Meals will be provided by the Chow Hall while in Iraq. 4. Contractor shall identify and propose any other areas that would affect overall price.
