- Western Area Power Administration (WAPA) Desert Southwest Customer Region (DSW) intends to issue a contract on a sole-source basis to New Energy Associates (NEA) under the authority of 41 USC 253 (c)(1) and FAR 6.302-1 "only one responsible source" to provide a Production Cost Module to be used as a Resource Management Tool. The basis for the sole source is as follows: NEA is uniquely qualified to meet the minimum needs of Western and their customers, Electrical District No. 2 and the City of Mesa. This solicitation is being issued under the NAICS code, 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. The Government intends to award a firm-fixed priced contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible source may provide a proposal and will be evaluated to determine if they can meet the requirements of the solicitation.
