Description
The National Data Buoy Center (NDBC), Stennis Space Center, Mississippi has issued a sources sought notice to locate suppliers and manufacturers of Acoustic Doppler Current Profilers (ADCP). Our goal is to gain insight into the market and identify potential small business sources. NDBC will procure four types of Acoustic Doppler Current Profilers to be deployed on various NDBC stations, either on in-line buoy moorings or on sea-floor platforms, in either upward or downward directions. Deployment periods of up to 400 days shall be supported by a removable, replaceable, internal alkaline battery pack. Extended service via external battery packs are also preferred. Lithium based power systems may also be proposed but will not be a substitute for meeting the alkaline-based performance criteria. The single cylindrical housing shall include the transducers, batteries, electronics, and all hardware and shall survive depths from 150m to 400m with options for housing rated to 5000m. The dimensions of the instrument are defined by the size of the existing NDBC in-line mooring cage. All external hardware/fittings shall be corrosion resistant or adequately protected from corrosion with cathodic protection. Any internal aluminum components shall be completely isolated from the possibility of leaking battery acid that could result in the buildup of hydrogen gas. A pressure relief/gas sample/purge port shall also be provided. The instrument's 4 transducers (90 degree clocking) shall be removable from the housing for maintenance and refinishing with anti-fouling coatings recommended by the vendor. An integral temperature sensor with 0-40 degrees Celsius range shall be provided for accurate speed of sound measurements. An internal, removable non-volatile memory storage system shall store all data for the duration of the deployments. Tilt compensation and bottom/surface tracking correction of the tri-axial current profiles will be included. The instrument shall also correct for the magnetic influence of the internal battery pack and maintain the specified compass performance. The minimum number of bins will be 64. The number and size of bins shall be selectable at deployment, with preference given to instruments that allow different bins sizes. A single, standard PC RS232 port (1200/9600 baud) will provide for instrument setup and data retrieval. At a minimum, the following parameters will be configurable; Pings/Ensemble, Number of Depth Bins, Depth of Bins, Ensembles/Hour, Duration of Deployment, and Output format. The output formats shall be 100 percent compatible with an inductive modem protocol (vendor TBD) and with GOES telemetry protocol, with preference for instruments that provide an option for including an internal inductive modem. An estimate shall be provided to develop and provide an integral Government (NDBC) supplied format that is consistent with existing NDBC real-time shore side processing. Windows 2000 PC or notebook computer software shall be provided for programming, test, diagnostics, and data correction/processing with monitor and hardcopy output formats. Test plans, documentation, and test data for laboratory verification of the transducer operation, acoustic signal processing, and accuracy shall be provided along with a listing of required equipment. Complete specification can be found in the SOW at: http://www.ndbc.noaa.gov/business/procurement.shtml. Vendors are required to provide company information, point of contact, expertise, Federal schedule and product information in their response. All responses must be sent in writing by e-mail, mail, or fax. Address response to Dennis Morris, National Data Buoy Center, Building 1100 Room 360, Stennis Space Center, MS 39529. Fax number is (228) 688-3153. E-mail address is Dennis.Morris@noaa.gov.
