Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with Geodetic Solutions, PO Box 223761, Carmel, CA 93922, for the development of Geodetic software. NOAA's requirement is for software to use in the development of statistical analysis of adjusted observations involved in the new general adjustment of the National Spatial Reference System (NSRS), scheduled to be done in 2005. By accessing binary and SCII data files generated by the NGS adjustment, the software required will compute adjusted unknowns, residuals to the observations, and various statistical analyses of the formal errors propagated into all components of the adjustment. These statistical values are necessary to compute both local and network accuracies for unknowns and observations in the adjustment. These components include the covariance matrix of the adjusted observations, partially normalized residuals, and standardized residuals. The statistical values will then be used to compute both local and network accuracies for unknowns and observations in the adjustment. The software will be flexible enough to offer various tools and options to NGS analysts in the post-adjustment analysis of the national adjustment. The software will offer a command-line interface, will be platform-independent, and will run on both UNIX and PC-based operating systems. The contractor will also be required to train National Geodetic Survey employees in the application of the new software. Based on the prior market research conducted, Geodetic Solutions has been identified as the only source holding the unique combination of experience, skills, and abilities to develop the software required by the National Geodetic Survey. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with Geodetic Solutions under the authority of 41 USC253(c)(1), responsible sources may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by March 28, 2005.
