Description
The USDA-Natural Resources Conservation Service (NRCS) announces a Request for Proposals (RFP) for the preparation of Comprehensive Nutrient Management Plans (CNMP)s for agricultural properties located throughout the state of Maryland. CONTRACT INFORMATION: This solicitation is a Total Small Business Set-aside. The government contemplates the award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract to one or more small business concerns. Any resulting contract will have a one-year base period and four (4) one-year option periods. The firm or firms selected will be guaranteed a minimum of $5,000 in fees for the total five year period of the contract. The maximum dollar limit for the total five year period of the contract is $500,000. Projects will be ordered on an as-needed basis beginning after the date of contract award. Work under each of the contracts will be subject to satisfactory negotiation of individual task orders in association with the pre-determined unit prices of the contract. The contractor shall provide all personnel, equipment, labor, tools, materials, supervision and other items necessary to provide the CNMP services required. DESCRIPTION OF SERVICES: A CNMP is a grouping of conservation practices and management activities for animal feeding operations (AFOs) which, when implemented as part of a conservation system, will help ensure that both production and natural resource protection goals are achieved. A CNMP incorporates practices to use animal manure, process wastewater and other organic by-products as a beneficial resource; to address potential impacts of an AFO on natural resources, including water and air quality; and to assist an AFO owner/operator in meeting all applicable local, State and Federal water quality goals and regulations. CNMPs will be prepared by the contractor in accordance with the statement of work in the RFP and all applicable NRCS policies and criteria which can be found at the following websites: NRCS Comprehensive Nutrient Management Planning Technical Guidance at http://policy.nrcs.usda.gov/scripts/lpsiis.dll/H/H180600E5.htm, and the NRCS Field Office Technical Guide at http://efotg.nrcs.usda.gov . PRE-QUALIFICATION REQUIREMENTS: To be eligible to compete and to be evaluated in this solicitation, all offerors must comply with the following pre-qualification requirements: (1) ORCA: Offerors must complete the annual Representations and Certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. This information is provided in FAR 52.204-8 which will be included in Section K of the solicitation. Representations and Certifications must be correct, current and up to date on the ORCA web site no later than the date and time that the proposals are due. By submitting a proposal, offerors certify that they have completed the annual Representations and Certifications electronically via the ORCA website and that all information is correct, current and up to date. NRCS will not evaluate a proposal of an offeror that has not completed the annual Representations and Certifications electronically at the ORCA web site. (2) EPLS: Offerors must not be listed in the US Government's Excluded Parties List System (EPLS) database as being debarred, suspended or excluded from receiving contracts from the US Government. NRCS will not evaluate a proposal of an offeror that is on this list. EVALUATION FACTORS: Offerors will be required to submit a Technical Proposal and a Business/Price Proposal wherein they should include information regarding the following technical evaluation factors which are listed in descending order of importance: 1) Professional qualifications, specialized experience and technical competence in the type of work required. 2) Sample CNMP 3) Planned approach to accomplishing the work successfully and in the required timeframe 4) Past performance 5) Proposed Quality Control Plan (QCP) The Business/Price Proposal will require the submittal of financial statements and the offeror's proposed unit prices. All technical evaluation factors when combined are approximately equal to cost or price. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Solicitation will be posted on this web page approximately 15 days from the date of this synopsis. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments or other information pertaining to this solicitation are issued and available for downloading. PLEASE NOTE: The General Services Administration provides the notification services as a convenience and does not guarantee that notifications will be sent to all persons. Therefore, interested offerors should assume the responsibility to monitor the FEDBIZOPPS website frequently to obtain all information relevant to this acquisition. PRE-CONTRACT AWARD REQUIREMENTS: 1) CCR DATABASE: In order to conduct business with the Federal Government contractors are required to be registered in the Federal Central Contractor Registration (CCR) database prior to being awarded a contract. The CCR database is the primary Government repository for contractor information. There are two (2) steps required to register: (a) Obtain a DUNS number by calling Dun and Bradstreet at (866)-705-7511 and (b) Register in CCR. The preferred method for registration is via the internet at http://www.ccr.gov. The CCR Handbook and a registration template are located at that site under the tab title CCR Handbook. Registration assistance, including a paper copy of the registration forms may be obtained from CCR Customer Assistance toll free at (888)-227-2423 or by email to ccr@dlis.dla.mil. NRCS will not award a contract to an offeror that is not registered in the CCR database. 2) TSP REGISTRATION: This acquisition is for services that do not require a Maryland Professional Engineers license but, before a contract can be awarded to a successful offeror, they must be registered in the NRCS approved list of Technical Service Providers on the TechReg web site at http://techreg.usda.gov as a Technical Service Provider (TSP) in the category of CNMP Plan Approval. Offerors must submit the names and registration numbers of all individuals registered in this category who will work on projects associated with this solicitation. If the offeror is not currently registered as a TSP they should submit a statement with their proposal that certifies that an application is pending for the category of CNMP Plan Approval. NRCS will not award a contract to an offeror that is not registered as a TSP in that category. SUBMISSION REQUIREMENTS: Firms interested in being considered for providing the CNMP services are to submit the information specified in Section L of the Solicitation no later than 2:30 PM local time, May 09, 2005. Only those firms responding by that time will be considered for selection.
