- (i) This is a combined synopsis/solicitation for a modification to an existing contract for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The current contract was a sole-source award to Pitney Bowes, Inc. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation # DHQCSD05MPD0086, Amendments 2 and 3. This solicitation is a Request For Quote(RFQ). (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 14 (6-23-03) and Defense Change Notice 20030620. (iv) This requirement is sole-source for Pitney Bows, Inc. The resultant contract will be awarded for Pitney Bows software as listed below, as Pitney Bows, Inc. owns all proprietary rights to the software's source code and is the only known source for maintenance. NAICS 541519, other Computer Related Services. Size Standard is $21M average annual receipts over past three years. (v) CLIN 0002: Upgrading Finalist and Mailstream Plus software, adding support costs, transferring software to another location, acquiring additional copies of Mailstream Plus and software support, and acquiring Universal Coder?WEB?US software and support. (vi) Required Period of coverage for maintenance for additional software is 1 April 2005 ? 31 March 2006. (vii) Delivery is to DISA SSO ? Mechanicsburg, Attn: Janel Zawatski/717-605-8546 Reqest # 512199, Bldg 308 N., 5450 Carlisle Pike, Mechanicsburg, PA 17055-0975. (viii) FAR 52.212-1 Instruction to Offerors-Commercial Item, applies to this acquisition. (ix) Additional requirements: (1) The following additional FAR clauses apply to this acquisition: 52.203-6 Alt 1, Restrictions on Subcontractor Sales to the G?ment; 52.03-11 and 52.203-12; 52.204-4, Printed or Copied Double-Sided on Recycled Paper; 52.219-8, Utilization of Small Business Concerns; 52.232-17, Interest; 52.242-13, Bankruptcy; (x) The modification will be a firm-fixed price. All unit prices are firm-fixed. (xi) Proposals are due no later than 2:00 a.m. 24 March 2005.
