Description
The Naval Air Systems Command (NAVAIR) intends to contract on a sole source basis with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company to extend existing Basic Ordering Agreement N00019-03-G-0009 through 14 May 2006 and to permit placement of cost reimbursable, fixed price, or time and material orders for another year to procure F/A-18 series aircraft supplies and services for the U.S. Navy (USN) and Foreign Military Sales (FMS). The supplies and services to be provided include, but are not limited to; retrofit change kits; installation of kits and spares required to incorporate approved Engineering Change Proposals (ECPs); support equipment, engineering, data, production prototyping, manufacturing, verification and validation of change kits to retrofit Operational Safety and Improvement Program (OSIP) Changes to delivered aircraft; technical publications for ECPs; OSIPs; and other technical publication updates, as required; and on-site training at contractor factory or Government installation. Boeing, the sole designer, developer, integrator, and manufacturer of the F/A-18 aircraft and associated trainers, is the only known firm possessing the unique specialized experience and engineering expertise, tooling, data, facilities, and the requisite in-depth knowledge of the F/A-18 peculiar engineering, data, and tooling required to perform the Government’s minimum requirements within the timeframes (which will be specified in individual orders). Any interested party must have the approved facility(ies) and personnel clearances necessary and also demonstrate ability to obtain any required clearances in time to meet schedule requirements with the response. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government’s needs within the required response time.
