- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notices. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. (i) The RFP Solicitation # FA2816-05-R-0002 is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. (ii) This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2100-26. (iii) It is the Contractor’s responsibility to be familiar with applicable clauses and provisions. (iv) This acquisition will be set-aside 100% for small business. (v) The NAICS Code is 561612 with a small business size standard of 100 employees. (vi) Los Angeles Air Force Base has a requirement for CLIN 0001 - Fifteen (15) Each, Tychem BR Coveralls attached hood botties and elastic wrist to be worn with full face respirator, color: yellow, size: Medium; CLIN 0002 - Thirty (30) Each, Tychem BR Coveralls attached hood botties and elastic wrist to be worn with full face respiratory protection, color: yellow, Size Large; CLIN 0003 - Twenty (20) Each, Tychem BR Coveralls attached hood botties and elastic wrist to be worn with full face respiratory, Color: yellow, Size: Extra Large; CLIN 0004 - Five (5) Each, Tychem BR coveralls attached hood botties and elastic wrist to be worn with full face respiratory, Color: yellow, Size: 2X Large; CLIN 0005 - Thirty-six (36) Each, Helmet Kevlar made to withstand civil unrest grenade fragments and up to 7.62mm rounds, Color: Black, Size: Medium; CLIN 0006 - Forty-six (46) Each, Helmet Kevlar made to withstand civil unrest grenade fragments and up to 7.62mm rounds, Color: Black, Size: Large; CLIN 0007 - Six (6) Each, Helmet Kevlar made to withstand civil unrest grenade fragments and up to 7.62mm rounds, Color: Black, Size: Extra Large; CLIN 0008 - Twelve (12) Each, Helmet Kevlar made to withstand civil unrest grenade fragments and up to 7.62mm rounds, Color: Black, Size: Small; CLIN 0009 - One Hundred (100) Each, Face Shield for Helmets – Clear. (v) The above items must be delivered and accepted FOB Destination within 30 days after contract award. (vi) The provision at FAR 51.212-1, Instructions to Offerors – Commercial, applies to this acquisition. (vii) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be more advantageous to the Government, price and price related factors considered. (viii) The following factors shall be used to evaluate offers: price and delivery time. This evaluation factor is approximately equal to cost or price and price related factors. (ix) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with their quotations. (DFARS 252.212-7000 Offeror Representation and Certifications – Commercial Items). (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable to this acquisition. (xi) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, is also applicable. Specifically, the following clauses are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.224-1, Privacy Act notification and FAR 52.224-2, Privacy ACT; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration (DFARS 252.204-7004, Required Central Contractor Registrations); DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; 252.225-7001, Buy American Act and Balance of Payment Program.
