Description

The government has requirements for a Chemical Biological Protective ShelterElectric (CBPS-E), to be procured IAW the CBPS-E System Specification. The proposed acquisition will result in a long term, 5 year, Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The solicitation will be issued under Full and Open Competition. A Best Value/Tradeoff Analysis approach will be utilized where proposals are evaluated against, in addition to Price, selection criteria to include Technical, Manageme nt, Past Performance and Small Business Participation, that results in the best value to the government. The System Specification identifies desired performance characteristics where the government may justify a higher price for higher levels of performan ce. The NAICS code that applies to this procurement is 314912, Canvas and Related Product Mills. The size standard for this NAICS code is 500 employees. The solicitation will contain the Order Limitation clause (FAR 52.216-19) and may include a minimum and maximum order quantity of between 5 and 200 units per year. The governments best estimate of funded number of systems per year is 21 ea for year 1, 38 ea for years 2 and 3, and 39 ea for years 4 and 5, for an estimated 5 year total of 175 CBPS-E syst ems. Additional quantities may be placed on contract as funding becomes available. The maximum number of systems that can be placed on contract over 5 years is 1,000 units. Estimated buy quantities are subject to changes in requirements and availabilit y of funds. Government and Contractor First Article Tests (FAT) are required. Approximate delivery schedule is FAT due 480 days after award (DAA) with production quantities to commence 720 DAA at a rate of 3 to 12 systems per month. The Request for Prop osal is anticipated to be issued on 1 Apr 05 with date of award estimated to occur in Oct 05. Given the anticipated Oct 05 award date, and the early notification of this requirement per the Sources Sought Announcement published 21 Dec 04, the date for sub mission of proposals will be 45 days from date the solicitation is issued. Any requests for proposal extension will be scrutinized. The solicitation will include provisions for Government Furnished Material. The government will provide GFM consisting of the M1152 HMMWV and the M1102 HMT Trailer for production of each CBPS-E system. Three M48A1 NBC Gas Particulate Filters (NSN 4240-01-161-3710), and two Recirculation Filter Assemblies (PN 01767-1719628) will be provided for each system to the contractor f or CBPS-E operation during First Article Testing. The CBPS-E System Specification will be posted to the TACOM-RI PROCNET Website at https://aais.ria.army.mil/aais.htm in the near future. An amendment to this Presolicitation Notice will give notice when t he CBPS-E System Specification is posted.
