- NASA/JSC plans to issue a Request for Proposal (RFP) for an 8(a) and/or HubZone Set-Aside for the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for the Repair and Rehabilitation of Roofing Systems at the Johnson Space Center (JSC), Ellington Field, and Sonny Carter Training Facility. Under the contract JSC may issue fixed price delivery orders, each with a minimum contract value of $5,000 and a potential maximum contract value not-to-exceed $9,900,000 over a five (5) year period. Roofing projects will be selected by the government during this period for limited competition among the firms that have been awarded an IDIQ contract. Initially, one delivery order will be awarded for "Replace Roof, Building 16 High Bay" with an order of magnitude of $500,000 to $1,000,000. Competition of this procurement will be limited to firms certified under the Small Business Administration's 8(a) Program and/or Federal HubZone firms located in Texas, New M exico, Oklahoma, Louisiana, and Arkansas. The government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside and is reserved for SBA Certified 8(a) and/or Federal Hubzone Businesses. See Note 1. Award will be based on the use of NASA Best Value Selection Procedures (See Subpart 15.1 Source Selection Processes and Techniques). The NAICS Code and small business size standard for this procurement are 238160 and $12 Million, respectively. The anticipated release date of the RFP is on or about March 30, 2005 with an anticipated offer closing date of on or about April 29, 2005.
