Description
This sources sought announcement does not constitute a commitment, implied or otherwise, to procure any equipment or services. A solicitation is not planned at this time. This announcement is only an expression of interest. Future requirements and procurements are uncertain. The Government invites comments related to possible purchase or acquisition strategies. The Information Statements to be submitted are not expected to be proposals and will be used for technical planning purposes only. The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO), Navigation and Applied Sciences Department (Code 230) is the principal Navy Research and Development Center for navigation sensors and systems; ocean survey systems for ocean-bottom mapping; and Air C4ISR equipment and systems. SPAWARSYSCEN SAN DIEGO, CODE 235 is conducting an Analysis of Alternatives (AoA) for PMS-EOD concerning a Diver Amphibious Neutralization System. The purpose of this Sources Sought Synopsis is: 1. To identify potential sources that are interested in responding to a future solicitation and to obtain information on existing or nearly mature systems or technology that can be applied to the following requirements: (a) above/below-water remote, command-actuated explosive firing devices, (b) diver friendly carrying devices for demolition materials, and (c) reliable methods of attaching demolition materials to underwater objects. Systems must be suitable for operations by divers in the vicinity of magnetically or acoustically fused influence ordnance. Interested parties are invited to submit a Statement Of Capabilities. Responses are to be in the form of five written pages or less explaining the companies experience, proficiency and background in work related to the requirement listed below: Each respondent is asked to provide: 1) Company/agency name (Corporate/Principal Office), business description, and name, telephone, E-mail and address of point of contact. 2) Sponsor/Government customers and POC information (if available). 3) Product Name(s). 4) Product description(s)(to include the following): Physical and functional description of the item being offered (size, weight, power, external interfaces, etc.) 5) Technical performance description of the system or technology sufficient for government evaluation of the system or technology as a candidate alternative solution and relevant documentation (specifications, interface control documents, test reports, papers, etc.) 6) Explanation of how the item can be integrated into Diver Amphibious Neutralization Systems as an implementation option. 7) Procurement cost estimate of item or technology. 8) If not yet in production, provide the development status and the anticipated development schedule. 9) Several past performance references and any existing contract vehicles, which may be utilized in this procurement. 10) Identify your cage code and indicate whether or not your concern is a Small Business, Women-Owned Small Business, Small Disadvantaged Business, HubZone Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business or Large Business. All data received in response to this sources sought announcement that is marked or designated, as corporate or proprietary information will be fully protected from release outside the government. It is not the intent of the government to reimburse vendors for the cost of submitting information in response to this RFI.
