This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue Solicitation N00024-05-R-6107. The proposed sole source contract will provide for a base year (FY06) plus four option years (FY07, FY08, FY09, and FY10) for the operation of the MK48 Torpedo Intermediate Maintenance Activity (IMA) at Naval Magazine Laulualei in Pearl Harbor, Hawaii and the Progressive Depot Level Repair (PDLR) facility at IMA in Yorktown, VA. The current MK48 Torpedo IMA contractor is Raytheon Company. The proposed sole source contract will be performed by Raytheon Company, Full Service Partnering Center, 1050 NE Hostmark Street, Poulsbo, WA 98370. The contractor will be required to staff and maintain the IMA facility at Pearl Harbor and perform maintenance action on about 330 MK48 MOD 5/6 torpedoes per year. The contractor will be required to perform approximately 27 to 30 equivalent maintenance actions per month. The manpower requirement to conduct one MK48 MOD 6 exercise to exercise maintenance action i! s defined as one equivalent maintenance action. The maintenance actions required are defined as exercise to exercise conversions, warshot to exercise conversions, exercise to warshot conversions, and warshot inventory reliability evaluation preparations. Torpedo maintenance will also be required such as cosmetics, and torpedo configuration changes. At the Yorktown IMA the contractor will be required to operate the PDLR facility, conduct test equipment repair and supplement the military personnel in operating the IMA in normal torpedo maintenance. The contractor will be required to maintain the facility and associated industrial plant and torpedo test equipment at the Pearl Harbor IMA. The Pearl Harbor and the Yorktown IMA facilities are Government owned property. The building, handling equipment, individual parts, and tools necessary to complete Intermediate maintenance are also Government owned. The Government will provide perimeter security and environmental safegua! rds to store and handle oils and fuels. The Government will supply utilities and torpedo parts for maintenance actions. The contractor will be required to undergo periodic government reviews of torpedo operations to ensure quality workmanship is maintained. The contractor will be periodically evaluated and scored for reliability and availability of torpedoes that have been prepared. The contractor will also be scored once a year on evaluation of in-process functions and procedural compliance. The contractor will be subject to periodic observation of daily operations by Government representatives on a not-to-interfere basis. The authority for this sole source award is FAR 6.302-1 in that Raytheon Company is the only known source with the required knowledge and expertise necessary to operate the MK 48 IMA.
