Description
In the absence of other qualified sources, it is the intent of the Bureau of Land Management's Wyoming State Office to acquire the services described below from Environmental Restoration Technology, Ltd., 5447 Laird Rd., Loomis, CA 95650. The following are the Government's minimum requirements: The contractor shall provide all labor and materials necessary to perform the required work as described below. The work below includes obtaining all necessary data from prior RAMS work, and converting to the updated RAMS database, Extensive GIS work in delineating Fuel Compartments, Fuel Treatment Zones, Fire Regime and Condition Class of vegetation, as well as Wildland Urban Interface areas. Also to be used is a RAMS compatible database tool that simplifies data entry and analysis. The only current database tool that can interface with the RAMS software is copywritten and is not available for sale or use. If this database tool cannot be used it is the Contractor's responsibility to develop an alternative that is compatible with RAMS and provides the necessary interfaces. It also includes at a minimum of one field trip to each fire management zone in Wyoming BLM and conducting training on the RAMS software to enable local personnel to input and modify data in the future. Timeframes required for this contract are the following: May 23 through July 1 Field Trips and training sessions in each of the 4 Fire Management zones. September 20 Finalized product delivered. SPECIFIC REQUIREMENTS: UPDATE WYOMING RAMS DATABASE BY: Converting existing Wyoming RAMS database Version 2.4 to new RAMS database Version 2.11, Converting existing Wyoming RAMS compartments to new RAMS compartments that are based on the newly developed Wyoming Fire Management Units, Incorporating new Wyoming FMP fire and resource management objectives into RAMS Planning Unit Objectives and RAMS Compartment Objectives Sections, Transferring all existing Wyoming RAMS data into the 2.11 Version format, 2004/05 update of all RAMS GIS products, including maps of all compartments and fuel treatment zones, spatial data and fuels project listings, spreadsheets, and prevention program implementation needs. CONDUCT INDIVIDUAL WYOMING FIRE MGT. ZONE RAMS UPDATE SESSIONS as follows: Conducting a 12 to 16 hr. RAMS Update and Training Session for each BLM Wyoming Fire Mgt. Zone. Reviewing and modifying (as needed) the new Wyoming RAMS Compartments that are constructed from newly developed Wyoming Fire Management Units (FMUs) which are the basis of the new Fire Planning Analysis system required by the Bureau. Modifying (as needed) RAMS fire and resource management objectives and FMU fire management strategies based on new changes to the fire management plans written within the past year. Updating fire occurrence data and fire management information. Edit, revise and update as required. Updating and revising (as needed) RAMS Risk Assessment components for all new RAMS Compartments, Reallocating, revising and/or developing new Fuel Treatment Zones (FTZs) and fuels projects to new RAMS Compartments as required. Reallocating existing RAMS Fuels Project locations to new FTZs and new RAMS Compartments. Revising, updating and adding to existing RAMS Fuels Project list as required for fiscal out-years. Utilizing an appropriate database tool to streamline RAMS fuels project data entry, review, editing and roll-up report. Updating Zone Communities-at-Risk list, and allocating communities to new RAMS Compartments by lat/long (new requirement in Version 2.11). Also includes Developing RAMS Community Risk Assessment and RAMS Mitigation Strategies for individual Communities. Updating, revising, and editing any other existing RAMS plan components as required. Providing detailed verbal and written consultation and specific recommendations on using newly updated RAMS components to meet information requirements and planning elements found in Chapter IV of the Wyoming Fire Management Plan template. UPDATE RAMS GEOGRAPHIC INFORMATION SYSTEM PRODUCTS BY ACCOMPLISHING THE FOLLOWING: Develop updated RAMS Base Map, consisting of new FMU Boundaries, RAMS Compartments, and RAMS FTZ Polygons and WUI FTZ Polygons.). Updated RAMS GIS base maps shall display the following: RAMS compartment base map, FMU boundaries, FTZ boundaries, and jurisdictions - Watersheds, hydrology, natural features, roads, trails, highways, transportation infrastructure - Communities, villages, commercial sites and any human feature defined as a Wildland Urban Interface (WUI) area - Vegetation and topographic (DEM) features - Define, plot and map all RAMS FTZ's, fuels management projects/areas - Provide a complete set of GIS data, digital files and maps for RAMS Planning Project Activities, fully integrated into the RAMS data base as requested - Provide maps identifying fire occurrence and recent large fire perimeters - Plot Zone/Field Office RAMS planning boundaries - Plot NFR Communities at Risk and other locally identified communities including their specific WUI FTZs - Provide a separate location, map and GIS data files of all planned fuel treatments in or adjacent to identified communities-at-risk. Updated RAMS Plan Products (Deliverables): Due date for final products is September 20, 2005. DEVELOP AND PROVIDE THE FOLLOWING DELIVERABLES: Three printed "hard copies" of the completed RAMS Plan for each BLM Wyoming Fire Mgt. Zone, to be delivered to each Zone -- One printed copy of all RAMS GIS mapping products, and including all GIS files and data/metadata on individual CD's to be delivered to each zone -- One printed hard copy of each individual RAMS plan for the Wyoming State Office -- One printed copy of all RAMS GIS mapping products, and including all GIS files and data/metadata a CD to the Wyoming State Office -- Copies of all RAMS products duplicated on individual CD's in MS Word to each zone and the Wyoming State Office ( 4 total) -- Other RAMS related GIS, and statistical/digital data, recorded on CD and delivered to each zone and the BLM Wyoming State Office (4 copies total). This is a commercial service acquisition. Interested concerns must submit a written qualification statement that clearly establishes the firm's capability to meet the above-stated minimum requirements. The qualification statement shall be submitted to the individual and office cited above within 15 days from the date of publication of this synopsis. This is not a formal solicitation. See Note 22 except 45 days is changed to 15 days for commercial items.
