Description
The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is seeking the services of qualified Architectural Engineering (A/E) firm with specialized experience in design and construction of airflow, ventilation and moisture control to mitigate the potential of airborne contaminates such as aspergillum to reach occupied areas within the Medical Center. The intent of this project is to prevent airflow from the Building 1 sub-basement of the Medical Center and control of water when existing pipes break and cause flooding. In addition, design shall include air curtains and pressurization of a vestibule at the basement warehouse. The selected A/E firm shall provide all technical services including architectural, mechanical, electrical and structural engineering required for a preliminary study to assess the best options for providing ventilation and moisture control. All study options and recommendations shall be included in a schematic design manual prior to start of design documents. The Government will provide a copy of recently completed airflow survey and tracer gas tests which identify areas where air is flowing from the sub-basement to occupied areas of the Medical Center. Options to be considered may include installation of a forced air, ducted ventilation system in the sub-basement to exhaust air outside the facility and maintain the sub-basement at negative pressure relative to occupied areas. Moisture control options may include installation of sensors to alarm when water is present and/or installing sump pumps. Upon completion of the study, the selected A/E firm shall provide all technical services to include the disciplines stated above required for complete design of option chosen through construction period services. All existing equipment layout, electrical power, lighting, controls, plumbing and HVAC systems shall be incorporated into the final design. The estimated construction range is between $250,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of ventilation and moisture control; (2) professional qualifications of the firm_s staff and consultants assigned to the project; (3) geographical location of the firm within a 100 mile radius of the ECHS, Denver, Colorado; (4) ability of the firm to begin the work within 30 days of award of the contract; and (5) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, April 13, 2005. Solicitation 259-057-05 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. This is an unrestricted acquisition under NAICS Code 541310 with a Business Size Standard of $4.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
