- The Regional Procurement Support Office in Frankfurt, Germany intends to issue a Request for Proposals (RFP) under full and open competition procedures for maintenance services of U.S. Consulate Frankfurt Housing and the New Consulate Building in Frankfurt / Germany. Services shall include maintenance and repair of all buildings, structures, and associated property and equipment including carpentry services roofing, bay, sliding and roll-up doors, locksmith service, masonry, plaster and ceramic tile, painting, flooring, metal work, fire protection and prevention standards of the United States and German Government Regulations. Additionally, the requirement will include janitorial services, grounds maintenance, maintain and repair paved surfaces, paved surface sweeping and cleaning, snow and ice control, snow removal. The Contractor will be required to have a Secret facility clearance, issued by the Defense Security Services in accordance with DOD Industrial Security Manual, prior to contract performance. Only U.S. firms and certain joint ventures are eligible for a facility clearance. Joint Ventures should take particular note of the guidelines regarding the eligibility of firms under Foreign Ownership, Control, or Influence (FOCI) at www.dss.mil/isec/FOCIFAQs.htm. Performance of services in the New Consulate Building will occur in both cleared and uncleared spaces. The Government intends to award a Fixed-Price contract, commencing in July / August 2005. Not only shall contractors be in possession of the Security clearance (above), it will also be a requirement for potential contractors to be in possession of all required permits and licenses to perform requested services. Communication, correspondence and documentation must be in English. Issuance of subject solicitation is estimated to occur on or about March 31, 2005 with a pre-proposal conference and site visit on or about Thursday, April 14, 2005 at 10:00 AM.
