Description
The United States Coast Guard (USCG), Maintenance and Logistics Command Atlantic (MLCA) intends to issue a solicitation for a firm fixed price Indefinite Delivery type contract. This contract is for an exchange program for rebuilt parts, for ALCO Diesel Engines Model 251. The rebuilt parts consist of the following: Fuel Injection Pump Support, Fuel Injection Pump, and Fuel Injector. The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The Request for Quotations (RFQ) will be issued on or about April 11, 2005 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number will be HSCG80-05-Q-3FAB47; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a 100% set-aside for small businesses. The North American Industrial Classification Code (NAICS) is 333618, and the small business size standard is 1000 employees. This acquisition will include one base year with four one-year option years. The Coast Guard will provide the contractor with used Fuel Injection Pump Supports, used Fuel Injection Pumps, and used Fuel Injectors to the contractor. In exchange the Contractor shall furnish rebuilt parts. The contractor shall furnish all parts and labor, materials, equipment, and special tools required to perform the work. The contractor will be responsible for shipping the parts. Individual delivery orders will provide the shipping address. The estimated quantity is 32 Fuel Injection Pump Supports per year, 48 Fuel Injection Pumps per year and 48 Fuel Injectors per year. The desired turn around time for the exchange is 10 days. All interested small businesses may submit a quote, which shall be considered by the USCG. The government will award a firm fixed price contract resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price and other factors considered which will be identified in the RFQ. Anticipated date of award is July 2005. See Numbered Note 1.
