- This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Price quotes are being requested and a written solicitation will not be issued. This solicitation, HSCG81-05-Q-JC938, is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-26. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 423830 and Small Business Size Standard in number of employees is 500. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered nonresponsive and will be rejected. Contract Line Item Number (CLIN) 1 ? Provide and install two (02) paint application systems for painting steel buoys. The destination and installation location of the two (02) paint application systems is at U S Coast Guard, South Weymouth Buoy Depot, 1500 Rear Main Street, South Weymouth, MA 02190. Specifications and Statement of Work can be obtained by email request to: rmaglalang@mlca.uscg.mil. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, and a copy of the warranty shall be provided with its quote. Also, a product literature or brochure shall be submitted with the contractor?s quote. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered, as indicated in the statement of work. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004), 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2003), 52.215-5 Facsimile Proposals (Oct 1997), 52.219-6, Notice of Total Small Business. The provisions of FAR Clause 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2004) shall be completed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include its DUNS number in its proposal, and shall contain a statement indicating the online representations and certifications are incorporated in its offer, are current, accurate, and complete as of the date of its proposal.
