Description
Scope of Work: Procurement of Air Boat for Ice Rescue/Operational missions at Stations Saginaw Marblehead, and Alexandria Bay. This boat procurement is required for Multi-mission operations on ice. Specifications: 1. Boats shall be designed specifically for operations on Ice and water. 2. Boats shall be 18 feet in length. 3. Boats shall have a beam of 84” but no more than 96”. 4. Hull shall be constructed of 5086 non-corrosive aluminum. Bottom shall have a minimum thickness of 3/16” reinforced for ice conditions. 5. Sides and stern shall be at minimum 1/8” reinforced for ice conditions. 6. Boat shall have a Polymer UHMW protective sheathing with 3/8” thickness for the bottom and ¼” for sides. Polymer sheathing shall be applied hull using Polymer Caped bolts. 7. Engine shall be as mounted as low as possible to ensure stability. 8. Engine stand shall be made of heavy gauge steel, reinforced to hold a 350 HP engine and shall be equipped with shock absorbing engine mounts. 9. Boats shall be equipped with a radiator-cooled 350 hp gasoline fuel injected engine. 10. Boat shall be equipped with a fuel tank large enough for a range of 100-150 miles without refueling. 11. Boat shall be equipped with at minimum a 4-core radiator. 12. Boats shall be equipped with CH3 Franklin belt drive or equivalent. 13. Boat shall be equipped with an adjustable pitch carbon fiber propeller. 14. Boat shall be equipped with a propeller guard and shall be constructed of at minimum 16-gauge mesh/wire. 15. Entire exhaust system shall be designed of stainless steel. 16. Boats shall be equipped with heat cabs for both operator and crew. 17. Boats shall be designed for a crew of three, and 5 passengers 18. Boats will come with operators/maintenance manuals. 19. All boats shall come equipped with appropriate sized trailer. 20. Manufacturer will install GFE electronics, consisting of a compass, chart plotter, VHF-FM radio, and GPS. 21. Manufacturer shall provide and install hand held search lights and required power receptacles. In addition manufacturer will install GFE law enforcement light bar. 22. Boats shall be equipped with all required navigational lights. 23. Boats shall be equipped with dual marine batteries and a two-way battery switch. 24. Boats will be equipped with marine instrument panel that shall be located in front of and in plain view of the operator. Gauges shall include at minimum hour meter, tachometer, oil pressure, engine temperature, fuel gauge, and voltmeter. 25. Power distribution panel shall be water resistant and all connections sealed. Power switches shall be waterproof. 26. Boat will come equipped with deck illuminating lights. 27. Decking shall be provided. Decking shall be non-slip surfaced aluminum or marine grade plywood. (Plywood shall be ¾” thick). Decking shall be bolted to vessel to allow easy removal. 28. Voids shall have covers/plates to allow access. 29. Boat shall be able to achieve speeds of 50 mph at minimum. 30. Boats shall come with a three-year warranty for workmanship, 1 year on engine, belt and prop. 31. Manufacturer will provide operational training at delivery site. 32.
