The Pre-solicitation notice for Solicitation No. 05SI101592 is currently available. The estimated price range of the work is $500,000 to $1,000,000. This project is set-aside for HubZone small business concerns. The work to be performed under this solicitation consists of providing dust abatement program in work area and access road, providing silt fence around work area; establishing lines and grades for work layout from Government-established primary control points; establishing measurements required for work execution to specified tolerances; providing stakes, markers, and other survey controls necessary to control, check, and guide construction; removing/demolishing loose or unsound structural concrete under culvert outlet apron slab; clearing and grubbing of ramp footprint, work area, and borrow site and removing and disposing of stumps; diversion and care of the creek, and water control, during construction; performing minor regrading and widening of existing U.S. Forest Service dirt road; excavating and removing material for boulder weir and riffle weir installation; constructing earthen fill creek ramp downstream of existing culvert; constructing a ponding basin on the downstream side of the embankment (seepage spring area) to capture any effluent from the hydrophobic polyurethane resin injection operation; furnishing and installing geomembrane and geotextile liner in new creek channel and in V-shaped boulder weirs; constructing nine V-shaped boulder weir structures in new creek channel with Government furnished boulders; constructing nine riffle weirs with Government furnished boulders; furnishing and installing CMP and fill for a temporary creek crossing and removing road crossing CMP and fill. Restoring creek channel after completion of the work and placing two large boulders to block use of access road at end of work; drill outlet apron slab for installation of grout injectors (nipples) and grout under apron slab to fill space between earthen ramp and slab; furnishing and pressure-injecting hydrophobic polyurethane resin to stop water migration through embankment; furnishing and installing structural steel plates in the boulder weirs. The work is located approximately 2 miles south of Hyak, Washington, in Kittitas County and is within the Iron Horse State Park (John Wayne Trail) and Wenatchee National Forest. The solicitation will be available online or on CD-ROM in Adobe Acrobat format and will be available on or about April 15, 2005 (this is an estimated date). If the solicitation is published online, registration is strongly encouraged in order to receive convenient notification of amendments or other related correspondence. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and $15 for each additional copy requested. We reserve the right to issue the solicitation on paper if it becomes necessary. A vendor must be registered in the Central Contractor Registration (CCR) www.ccr.gov/vendor.cfm, in order to receive contracts and purchase orders from most federal agencies, including the U.S. Bureau of Reclamation. CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. All responsible sources may submit an offer, which will be considered by this agency.
