Description
This solicitation is for the procurement of a One-Phase Design/Build firm fixed price contract for Phase III Construction, Renovation and Rehabilitation of the Najaf Teaching Hospital, Najaf, Iraq. The estimated Price Range of this project is: $10,0 00,000.00 - $25,000,000.00. This is an unrestricted procurement action. NAICS 622310 The work will consist of design and construction of a rehabilitation project of a seven-story (plus a basement and two utility room penthouses), 21,000m? hospital consisting of 420 in-patient beds and 13 operating theaters. The Base Bid will consist of re pairing and bringing up to current International and Iraqi standards, damaged floors, walls, ceilings, mechanical, medical gases system, Reverse Osmosis water system, electrical and plumbing systems, surgical areas, patient call communications system, upgr ading emergency power, repair or replacement of 11 elevators, providing of industrial laundry and kitchen equipment and medical waste incinerators, repair of existing boilers, installation of new boilers, repair of central HVAC, minor structural repairs, f ire detection, main fuel tanks and underground piping that serves the main hospital building, outdoor security lighting, and all other systems required to make the hospital fully functional to current International and Iraqi standards. This will include a ll necessary works on the HVAC systems that are located separate from the main hospital. Work under this solicitation also includes the following bid options: Option (1) - Total rehabilitation of the Doctors residence; Option (2) - Sewage Treatment Plant Rehabilitation and Renovation; Option (3) - Upgrade of the Main Entrance to the Hospital; Option (4) - Rehabilitation and Renovation of Forensics Medicine/Morgue, to include all building repairs and replacement of refrigeration systems and accessories; O ption (5) - Rehabilitation of Storage/Supply/Workshop building; Option (6)  Rehabilitation of Garage. Award of these options is at the Governments discretion. Award of this solicitation will be based on Best Value Trade-off Process, with the following selection criteria being used to make that decision: Past Performance, Experience, Management Capability, Quality Control Plan, Sustainable Design, Sub-Contractors, Betterments & Innovations, and Price. This Solicitation will be issued on or about 31 March 2005, with an approximate due date and time of 29 April 2005, 6:00PM (IRAQ Time).
