Description
The Primary Point of Contact for this project is Barbara J. Zimmer, (817) 886-1052, FAX (817) 886-6407Barbara.J.Zimmer@swf02.usace.army.mil Solicitation Number: W9126G-05-R-0013 The project consists of design and construction of a temporary modular building Complex, to temporarily support the stationing of a Brigade Combat Team, approximately 3,800 personnel, on Biggs Army Air Field, Ft Bliss, Texas. The primary facilities will include barracks; administrative facilities; unit storage; vehicle maintenance shops; vehicle maintenance storage/administrative facilities; dining facility; laundry rooms, arms rooms, day rooms & classrooms. Also included are connection to & distribution to all utility systems  potable water; sanitary sewer with lift station; natural gas; electrical; storm drainage & information systems. Site work  asphalt pavement; fencing; paved roads; sidewalks; clearing and grubbing; erosion control; outdoor lighting and landscaping. Phase I (211 buildings in place are 486,807SF), Phase II (211 buildings in place are 405,658 SF), Phase III & IV (151 buildings in place are 261,930SF). Project completed October 2005. Estimated value is the Defense Federal Acquisition Regulation Supplement stated Range between $100,000,000 and $250,000,000. The plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specif ications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solic itation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District S ubcontracting goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 50.9; Small Disadvantaged Business, 8.8; Women-Owned Small Business, 7.2; Service-Disabled Veteran-Owned Small Business 05. (Including Disabled American Veteran-Owned Small Business); and HUB Zone Small Business, 2.9. The North American Industrial Classification System (NAICS) Code applicable to the project is 23 6220, Construction Management Firms that corresponds to SIC Code 1542. The Small Business Size Standard is $28.5 Million. Solicitation to be issued on or about 4 April 2005. Proposals due on or about 4 May 2005. If the Government elects to conduct a Pr e-Proposal Conference, details regarding the Conference will be provided in the solicitation. The solicitation will be a negotiated acquisition  there will be no public bid opening. The contract will be awarded based upon the overall BEST VALUE to the Government. Duration of the project: See Required Schedule above. Offerors must be registered with the Central Contractor Registration (CCR), to be eligible for a government contract award.
