- Synopsis is amended to read as follows(note inclusion of Numbered Note 12): The Fleet and Industrial Supply Center (FISC) Norfolk, Philadelphia Division intends to issue an RFP for the acquisition of a Closed-circuit Wind Tunnel for the Department of Aerospace Engineering at the United States Naval Academy, Annapolis, MD. The requirement will be procured pursuant to FAR Part 12, Acquisition of Commercial Items. The NAICS Code is 339111, and the Small Business Size Standard is 500. The instant acquisition will be solicited on a full and open competition basis; however, the requirement will become a 100% total Small Business Set-Aside in the event that acceptable offers are received from two or more certified small businesses. The Government intends to award a firm fixed-price contract to the eligible responsible offeror whose offer represents the best value, considering Corporate Experience, Past Performance, Technical Design, and Price. The RFP shall require the submission of a Technical Proposal as well as a Price Proposal, and it will be made available electronically, upon its release, at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. Numbered Note 12 applies. All contractors must be registered (https://www.bpn.gov/CCR/scripts/index.html) in the Central Contractor Registration (CCR). It is intended for the resultant RFP to be made available on or about 26 March 2005.
