Description
MOD: Reference original presolicitation notice dated 2 Nov 2004. NAVAIRSYCOM hereby adds an option requirement for Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) for Low Rate Initial Production (LRIP) for Lot II AH-1Z and UH-1Y aircraft. The Lot II IMD HUM quantities are 4 each IMD HUMS kits for the UH-1Y aircraft and 3 each IMD HUMS kits for the AH-1Z aircraft and includes production support, logistic services and spares. This requirement will be procured in accordance the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Goodrich is the sole designer, developer and producer of the IMD HUMS and is the only known source that possesses the engineering data and technical skills to meet the US Marine Corps equipment and delivery requirements. See Note 22. ORIGINAL: This is a notice of intent to negotiate with Goodrich Fuel & Utility Systems, 100 Penton Road, Vergennes, VT 05491 on an Other than Full and Open Competition basis for the acquisition of Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) for Low Rate Initial Production (LRIP) Lot I AH-1Z and UH-1Y aircraft. The Naval Air Systems Command (NAVAIR) plans to issue a modification to contract number N00019-01-C-0078 to include the H-1 Upgrades Program requirement. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Goodrich is the sole designer, developer and sole producer of the IMD HUMS and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the IMD HUMS.
