Description
ISSUE DATE: 03/15/05. Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary for a Multi-Trade Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Coast Guard Group Portland Maine and Coast Guard Group Southwest Harbor Maine. The Government may elect to award a single contract or multiple contracts under this one solicitation. The contract(s) will provide for the award of individual task orders for the execution of various construction projects at various units throughout the state of Maine, New Hampshire, and Vermont. The Contractor shall provide all labor, material, equipment, transportation, supervision, disposal and all other costs necessary to fulfill the requirements of each individual task order awarded to it. The type of work envisioned under this contract includes, but is not limited to, carpentry/finishing, electrical, general construction, plumbing and pipefitting, HVAC, and mechanical. The contract period will be one (1) base and four (4) option years. The project is 100% set-aside for small business concerns. Estimated cost of this project is between $5,000,000 and $10,000,000 dollars, inclusive of all option years. Tentative evaluation criteria to consist of the following: Price; Past performance/Similar experience; Management capability/subcontractor management; and Quality control. There will be a seed (representative) project contained within the solicitation for which all prospective offerors are required to submit a proposal. The price submitted for this project shall be the only basis for evaluation by the Government of the evaluation factor ?price?. This representative project will become the first task order awarded to one of the successful IDIQ contracts. The representative project is as follows: Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary to renovate the Station/Barracks Building at USCG Group Southwest Harbor, ME (Hancock County). The work includes the removal of interior partitions, doors, windows, ceilings, roofing, mechanical, plumbing and electrical systems, and the abatement and removal of lead containing paint, PCB containing ballasts, mercury containing lamps, asbestos containing floor tile, pipe insulation at pipe fittings and built-up roofing; the provision of asphalt paving, concrete ramp, aluminum railings, masonry, metal decking, EPDM roofing, gutters and downspouts, doors, partitions, ceramic tile, vinyl flooring, suspended ceilings, heating and ventilation systems upgrades, power and lighting renovation and upgrades, fire alarm system upgrades; provide 6 storage containers for Government use in storing existing items located in the building. Locate the storage containers as directed by the Contracting Officer, incidental related work and four option items to include exterior siding, drainage improvements, remove old and install new emergency generator system, and relocate communications system termination equipment. The estimated price range for the representative project is between $1,000,000 and $5,000,000. The period of performance for this project shall be Three-hundred Sixty-five (365) calendar days from the date of Notice to Proceed. Solicitation packages will be available on or about 03/15/05. The due date for receipt of proposals is on or about 04/15/05 at 2:00 pm local time.
