Description
The Fleet and Industrial Supply Center (FISC) Pearl Harbor (PH) Hawaii is soliciting, as 100% small business set aside in accordance with FAR Part 15 procedures, companies interested in performing Fleet and Family Support Center (FFSC) non-clinical programs and Morale, Welfare, and Recreation (MWR) Operations services to be performed on the Island of Guam for a base period beginning with a 30-day phase-in period around 01 September 2005 for a transition to full performance beginning 01 October 05 with 4 (four) twelve-month options and includes a Bonus Fee provision. The solicitation contains FAR clauses 52.217-8 Option to Extend Services. The NAICS Code for this procurement is 561210 with a Small Business Set Aside standard of $30 million dollars. The SIC Code is 8744. The firm-fixed price written solicitation, N00604-05-R-0003, can be downloaded from the NECO website at http://www.neco.navy.mil approximately 28 Mar 05. The Site Visit is set for 13 Apr 05 at 10:00 a.m. GUAM time. Although not mandatory, attendance is encouraged in order to obtain a complete understanding of what is required for this solicitation. On the day of the tour, all contractors shall meet at the Top of the Mar located off from Route 1. A bus will be available there to transport all perspective offerors to the applicable sites. Two individuals per company are permitted to attend. The names and social security number of those attending, as well as the completed Request for Base Access Form (also loaded onto NECO website) must be received in the Pearl Harbor Contracting Office no later than 06 Apr 05. Pre-site visit questions must be in writing and received in this office no later than 06 Apr 05. The following hotels are located 20 minutes from the base and a few minutes from the airport: Marriott, Hilton, Nikko, Westin, Hyatt, and Holiday Inn. Taxi, limo and hotel pick up are available from the airport.. The Government reserves the right to make multiple awards as a result of this solicitation. Contractors shall send the Past Performance Survey provided in the solicitation to their performance references, which shall include the most recent government representative of this project. Past Performance Survey Responses must be received directly from the references in this office no later than 15 Apr 05. Post site visit questions are due in this office no later than 19 April 05. There is a new procedure regarding completed representations and certifications. The certifications are currently to be completed on line at the following website: http://orca.bpn.gov/. The proposal to include all required submittals and acknowledged amendments (if any), along with the completed representations and certifications and other clauses contained in the solicitation which require completion are due in the Pearl Harbor Office no later than 5:00 p.m. Hawaii Standard Time 29 Apr 05.
