Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA4417-05-Q-7036 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. This solicitation is 100 percent set-aside for a small business; the associated North American Industry Classification System (NAICS) Code is 333911 with a size standard of 500 employees. Firm-Fixed Price Purchase Order will be issued in writing. Hurlburt Field requirement is for the following: CLIN 0001 ? One (1) each skid mounted, 20 horsepower diesel/hydraulic grout plant as defined below. The contractor shall furnish all plant, labor, equipment, materials, facilities, and transportation necessary to provide a self-contained grout plant to mix and pump cement grout, bentonite grouts and most commercial pre-blended mixes to a depths of 1500 feet. Grout pump shall have two (2) minimum 70-gallon (265 liter) mixing tanks, a minimum 15 gallon (57 liter) hopper and open throat progressive capacity grout pump. Each mix tank shall alternate feeding the pump. Each mixer shall be equipped with baffles, bag breakers, and variable speed high efficiency paddles for rapid mixing. The holding hopper shall have an auger in it to keep material thoroughly mixed while constantly supplying the grout pump with material for continuous operation. Pump shall be variable speed, positive displacement, progressive cavity, rotor-stator pump. System shall be skid mounted on rugged steel frame not to exceed (NTE) 100 inches in length x 44 inches in width x 60 inches in height. Operator controls shall be centrally located for efficient production and all components easily accessible for operating, cleaning, and maintenance. System shall be powered by an electric start, minimum 20 horsepower diesel engine, hydraulically operated grout pump with open throat and non pulsating, producing a minimum of 20 gallons per minute with a minimum on 1000 psi. ChemGrout model CG500/3X8/DH20 or equal. The following clauses apply to this acquisition and are included in full text: FAR 52.212-1 ? Instructions to Offerors?Commercial Items (Jan 2005) applies to this acquisition. FAR 52.212-1(b)(4) is amending to include the following: Contractors offering a product other than the suggested manufacturer shall provide sufficient product literature to allow for evaluation as "Or Equal" product in accordance with FAR 52.211-6 Brand Name or Equal, conforming to the characteristics and specifications. Offers shall be evaluated in accordance with FAR 52.212-2 ? Evaluation?Commercial Items (Jan 1999), which is incorporated into this synopsis/solicitation, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: Technical and Price: When combined technical is approximately equal to cost and price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. In addition, the following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant contract: FAR 52.212-4 ?
