Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Large Business, HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to conducting State Systems Technical Reviews of their Substance Abuse Prevention and Treatment Block Grant funded programs and initiatives. Project Description: The goal of this project is to provide systems assessments of States? fiscal, clinical and management components of their Single State Agency (SSAs), which are designated as having responsibility for the prevention and treatment of substance use disorders. CSAT is tasked with monitoring States? administration and utilization of the SAPT Block Grant funds received annually for prevention and treatment and prevention services. States? adherence to statutory and regulatory requirements is critical to their continued receipt of BG funds. The focus of this procurement will be: 1. Provide comprehensive Core Technical Reviews (approximately 14-16 per year) of state-wide systems for prevention and treatment of substance use disorders, including fiscal, clinical, and management aspects of each state?s Single State Agency (SSA) program, to include States? ongoing maintenance of effort in certain set-aside domains, including HIV/AIDS, Tuberculosis, services for pregnant women and women with children. 2. Provide comprehensive reports on all Core Technical Reviews following the reviews, which will include analyses of the various components of each State?s systems of care, as noted above, and a list of recommendations for technical assistance that could serve to enhance their services capability and contribute to State?s capacity for development of Corrective Action Plans, the goal of which is the capacity to effectively report on the recently established National Outcome Measures (NOMs). Report Drafts will be reviewed and approved by State Project Officers and the GPO prior to being sent to the State for their review and comments or corrections. 3. Conduct State Requested Reviews (approximately 16-18 per year); these optional Reviews will relate to topics that are timely and significant for each State, affecting some aspect of the substance abuse treatment system, particularly as it inter-relates with other state systems, such as criminal justice or health. Reports will be written and approved by the GPO prior to being sent to the SSA Director. 4. The Contractor will also produce an annual report summarizing contract activity and State issues/trends, as well as a cumulative aggregate report which includes detailed findings of the Core State Technical Reviews regarding selected compliance items and CSAT priority areas, such as the impact of technical assistance, etc. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. Responses are due March 25, 2004. The anticipated period of performance is a base year and 4 12 month option years. After review of the responses received a solicitation may be published in the Federal Business Opportunities around April 8, 2005. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability and current in-house capacity to provide expertise to conduct technical reviews and consultation to State officials regarding the fiscal, clinical, or managerial components of their statewide systems of care? 9. Describe your proven capability and current in-house capacity to conduct and report on comprehensive assessments of States? inter-systems effectiveness and efficiency as pertaining to the provision of substance abuse treatment services. 10. Describe your proven capability and current in-house capacity to prepare and deliver, under time constraints, comprehensive analytic reports of states? compliance with annual budgeting and audit data, involving numerous funding streams, and to provide expert consultation regarding the rectifying of identified problems or deficiencies. 11. Describe your proven capability and current in-house capacity to provide expertise and recommendations for addressing significant statewide treatment program deficiencies, or statutory compliance issues, and recommendations for resolution of such matters. 12. Describe your proven capability and current in-house capability to assess States? capacity for reporting on National Outcome Measures (NOMs), and to develop technical assistance recommendations as part of a Corrective Action Plan for each State. 13. Describe your proven capability and current in-house capacity to provide consultation to grantee sites and their partners on system change, organizational development, leadership development, resource management, and infrastructure development? 14. Describe your proven capability and current in-house capacity to provide technical assistance focused on building collaborative relationships among all of the following: early childhood, primary and secondary educational systems, families, juvenile justice, law enforcement, mental health and substance abuse service delivery organizations. 15. Describe your proven capability and current in-house capacity to provide expert assessments of clinical aspects of substance abuse treatment systems and to recommend technical assistance that will lead to the adoption of best practices and program enhancements in a variety of treatment settings, serving varied populations. 16. Describe your proven capability and current in-house capacity to provide technical expertise in the evaluation of states? organizational efficiencies, in terms of sound management and accounting principles. 17. Describe your proven capability and current in-house capacity to develop aggregate summary reports of issues and trends across state systems reviews, identifying key indices of changes in program effectiveness, or efficiency. 18. Describe in detail your current in-house capacity to work with State officials and treatment providers of all racial, ethnic, cultural, social, gender, disability, linguistic, sexual orientation, and age diversity when conducting intensive reviews of programs? or systems? personnel. 19. Do you have an identified cadre of expert consultants in the areas of fiscal and accounting systems analysis and reporting, clinical program assessment and consultation, and management or organizational development expertise?. 20. Describe your proven capability and current in-house capacity to develop and maintain an effective information management system, and communication capabilities to effectively track and retain records, in a cumulative data base, of all technical review findings and reports, and to provide ad hoc reports, at the request of the GPO, which draw upon the stored data . 21. Describe your proven capability and current in-house capacity to provide desk-top read-only access to a specified group of CSAT personnel to all Technical Review Reports, to include a search-enabled function which would allow CSAT end-users to develop ad hoc downloadable reports based on Technical Review findings.
