Description
EMERGING SMALL BUSINESS SET-ASIDE to provide Architect-Engineer (AE) services for the preliminary survey and design of six forest roads with a combined length of approximately 2.17 miles located in the Tongass National Forest, Tuxekan Island, Alaska. The work includes, but is not limited to, completing the preliminary route survey including hydrological site surveys and submitting a complete package of design drawings, specifications, construction staking notes and cost estimates necessary for the design of forest roads. The project area is located on Tuxekan Island, Southeast Alaska, which is located in North Sea Otter Sound on the West side of Prince of Wales Island. Access is limited to boat or float plane. Period of performance is 60 calendar days from date of award. One AE firm will be selected from this solicitation. The selection criteria for this particular project are listed in relative order of importance: (a) Professional qualifications necessary for satisfactory performance of required services; (b) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;(c) Capacity to accomplish the work in the required time; (d) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (e) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. North American Industry Classification System (NAICS) code is 541330. The associated small business size standard for this acquisition is up to $4.0 million in average annual receipts. To qualify as an emerging small business means being a small business concern whose size is no greater than 50 percent of the numerical size standard. This announcement is open to emerging small businesses only. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. In addition, prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102).
