- Description
- The Transportation Security Administration intends to award a contract on a single source basis to Hogan Assessment Systems for the purpose of providing assessment materials in support of candidate selection for the Federal Flight Deck Officer (FFDO) Program. Hogan is the author and publisher of the Hogan Personality Inventory (HPI), one of the most widely used measures of normal personality for employee selection. Hogan also publishes the Hogan Development Survey (HDS), which is a technically-sound, well-developed measure of dysfunctional personality characteristics that negatively impact an employee?s performance at work. Both instruments were developed consistent with relevant technical, legal, and professional guidelines and have a substantial amount of validity evidence for similar jobs to the FFDO requirements. A change to new instruments would require the re-creation of the entire psychological evaluation process as well as considerable reprogramming and modification to the computerized test delivery system and the information technology infrastructure used by TSA to manage the program.
