Description

This procurement is to obtain contractor support to continue collecting data that will further validate the findings of the original Activity-Based Costing (ABC) study completed in November 2004. TSA intends to solicit on a sole source basis with Grant Thornton, LLC to continue the initial study that proved to be extremely valuable to the organization. TSA now desires to continue the study by adding additional airports to the model developed. The original study only included only 15 airports, which in percentage terms is only 3% of the airports with a TSA presence. In order to further validate the initial findings, additional airports need to be visited and included in the existing ABC model to further refine the results. The inclusion of additional airports to the ABC model will provide TSA management with a better understanding of what screening services cost, in terms of the activities (work steps) performed. The ABC data collection method will also be used to evaluate the true cost of operations for those airports that chose to apply for the Screening Partnership Program (SPP). The period of performance is from April 4, 2005 through September 30, 2005. NAICS Code 541219 applies to this acquisition.
