Description
Draft Synopsis for Ballistic Missile Target Program at White Sands Missile Range. The Naval Surface Warfare Center, Port Hueneme Division is preparing a solicitation for a new requirement for procurement and supply of services for the NSWC PHD White Sands detachment?s Ballistic Missile Target program. The requirement is still be completely defined and a draft statement of work is being forwarded under this synopsis for industry review and comment. It is anticipated that the performance period will span for a base period of two years with options for five additional 12-month option periods. Anticipated award of the contract is 1 September 2005. The contract will be a hybrid contract of hardware and services in support of the Ballistic Missile Target Program. Due to the design nature of the procurement the contract type will be an Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) task order contract. The requirement will be released on an unrestricted basis. Award will be based on best value to the Navy. The Government anticipates the contract will be multiple award. The performance of this work requires the contractor to have personnel and storage facilities (approved safes) for SECERT work. The place of performance is estimated to be 50% at NSWC PHD White Sands and 50% at other locations. The estimated number of rocket motors to be procured each year is estimated as follows: 2 full service (build and fire) missiles on the West Coast (1 probably PMRF Hawaii) 2 full service (build and fire) missiles on the East Coast (Wallops Island) 1 at White Sands Missile Range (Design and procure missile assembly only) The North American Industry Classification System (NAICS) is 541710. Draft statement of work is forwarded for review and comment. It is requested that all comments and questions be submitted to the Government no later than 5 April 2005.
