- Transdyn Controls Electrical Utilities SCADA System Field Maintenance and Services at Various Locations, Oahu, Hawaii. The contractor shall provide all equipment, labor, management, materials, supervision, and transportation necessary to perform field maintenance, technical assist, and emergency services to maintain and repair the electrical utilities SCADA system?s master station hardware, software, firmware, and remote terminal units (RTUs). Field maintenance includes, but is not limited to: 1) providing preventive maintenance services such as, calibrating; cleaning; inspecting; and testing master station and RTUs; and 2) providing software updates and modifications. Technical assist includes, but is not limited to: providing assistance to Government personnel during maintenance and operational testing of the TRANSDYN SCADA system, as well as providing technical support via telephone technical assistance or remote SCADA System dialup connection. Emergency services includes, but is not limited to: unanticipated master station and RTU hardware, software, and firmware repairs or renewals that are beyond the scope of the firm fixed-priced portion of work, but within the intent of this contract. The Contractor and its employees performing the work shall have verifiable previous experience maintaining Transdyn SCADA system and General Electric-Harris RTU equipment, hardware, software and firmware. In addition, all Contractor personnel performing on-site work shall be recognized by Transdyn Control as being competent at the tasks being performed. Transdyn Control recognition may be authenticated in either of the two following methods: provision of current and applicable Transdyn Controls, Inc. Certification(s), or by Transdyn Control officially signed statements validating the service individual?s qualifications to perform the tasks assigned. At time of offer, the Contractor shall provide evidence of such certifications and signed statements. In addition, the Contractor and its employees shall have certifications or signed statements validating qualifications for the following equipment. For FFP Work: 1. Hardware, Digital Equipment Corporation (DEC) Alphaserver 800 server; 2. Hardware, TrueTime GPS time and frequency receiver, model no. XL-DC; 3. Hardware, TrueTime System Clock Display; 4. Hardware, D-Link 10 Base-T / 100 Base-TX dual speed hubs, model no. DFE-261ix; 5. Hardware, DEC Digital Multistack System with DECrepeater 90FS; 6. Hardware, DECServer 700; 7. Hardware, Hadax Network Control System, series 6000; 8. Hardware, Digi C/CON 16 serial port switch bank; 9. Hardware, Optelecom System 9000 Fiber Optic Communication System and modems; 10. Software, DEC OpenVMS AXP version 7.1 AlphaServer operating system; 11. Software, Transdyn Controls, Inc. DYNAC version 6.07 SCADA software suite; 12. Software, Xess version 4.1 spreadsheet program; 13. Software, OpenAccess Open Database Connectivity (ODBC) program, version 3.5; 14. Software, Hummingbird Communications Exceed for Windows NT XWindow Server, version 6.0.1; 15. Software, Guardian Firewall version 3.0; 16. Software, Microsoft SQLServer version 6.5; 17. Software, Transdyn Controls, Inc. Sequence of Events (SOE) Loader application; 18. Software, Transdyn Controls, Inc. Front End Processor (FEP) Client application; 19. Software, Transdyn Controls, Inc. FEP Server Console application; 20. Software, Microsoft Message Queue Service; 21. Software, GE ConfigPro 4.19 RTU configuration software. For IDQ Work, all above Items listed for FFP Work, plus the following: 1. Hardware, General Electric - Harris D10 Remote Terminal Unit (RTU); 2. Hardware, General Electric - Harris D20 RTU; 3. Firmware for General Electric - Harris D10 RTU; 4. Firmware for General Electric - Harris D20 RTU. Certification of Completion ? for Site Safety and Health Officer (SSHO) ? 10-Hour OSHA Construction Industry. The SSHO shall have and provide evidence of successful completion of the training course, completed within three years prior to the scheduled contract start date. This contract action is for services for which the Government intends to solicit and negotiate with only Transdyn Controls, Inc., under the authority of FAR 6.302-1. Firms that have the capability to perform the above work should notify us within 45 days after the date of publication of this synopsis. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS Code 811212. applies. The contract term will be a base period of twelve months plus four one-year options. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. Proposal receipt date is approximate.
