- The Department of Interior, Bureau of Reclamation, Northern California Area Office, Shasta Lake, California has a requirement for software upgrade and improvements of its Clear Creek Decision Analysis and Adaptive Management Model (Model). Specifically, new field data and other observational information will be incorporated to improve rank order performance of the Model's channel and sediment transport component. Following the data update and Model calibration, a sediment transport analysis, to quantify the relative benefits and costs of adding gravel in different amounts, places and grain size compositions, will be prepared. The purpose of this notice is to announce the intent to issue a purchase order on a firm, fixed-price, sole-source basis to ESSA Technologies Ltd. Suite 300, 1765 West 8th Avenue, Vancouver, BC, Canada V6J 5C6, in accordance with FAR 13.106-1(b) - Soliciting Competition and under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Contracting Officer not to compete this action based on this notice is solely within the discretion of the Government. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. ESSA is uniquely technically qualified to perform and provide the specific updates to the Model. ESSA initially developed the Model by contract issued by the Mid-Pacific Regional Office in 2001. Initial Model development included obtaining all hydrologic, fishery, geomorphic, and power data, writing original programming code to construct the Model and associated sub-models, and end-user interfaces. Subsequently, in fiscal year 2003, ESSA upgraded the various sub-models and provided technical training to Clear Creek Restoration Team members on how to operate the Model. At the present time, ESSA is the only company that fully understands how the Model was constructed and operates, as well as having complete knowledge of the sub-model coding and interface. Award to any other source would result in substantial duplication of costs, additional development and documentation costs, unacceptable delays and other unnecessary additional costs in fulfilling the agency's requirement that is not expected to be recovered through competition. The North American Industry Classification System (NAICS) code for this requirement is 511210, and the size standard is $21,000.000.00. This notice will be the only official notice prior to award of the purchase order. Anticipated award date is March 24, 2005. This is NOT a request for competitive quotes. The intent of this synopsis is for informational purposes only, however, any firm that believes that it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting documentation must be furnished, in sufficient detail to demonstrate the ability to provide the above items. All information received by March 23, 2005 will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement.
