Description
The Product Manager- Clothing and Individual Equipment (PM-CIE) at the Soldier and Biological Chemical Command, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of a Fuel Handlers Coverall (F HC). The coverall shall be a one piece commercial off the shelf (COTS) system that will not require additional research and development. The FHC will be safe to operate, store, and maintain in its intended environment throughout its life cycle with the f ollowing capabilities being mission critical: (1) There shall be no fuel penetration for 12 hours following direct contact with fuel; no fuel penetration when in direct contact with 1 foot of fuel for one hour. (2) The FHC must not generate or hold a char ge sufficient to ignite military fuels. (3) The garment shall provide heat stress management that is equal to or better than the current rubberized wet weather gear. In addition to these requirements the FHC shall have the same or better flame retardant and fire resistant characteristics as the fuel handlers gloves. The FHC shall not damage equipment, be a source of static electricity or present a shock hazard to warfighters who must work in close contact with computers, or exposed wiring and circuitry. The material fibers of the FHC shall resist degradation by POL products JP4, JP5, JP8, DFA, DF1, DF2, DFM, MOGAS, JET-A, and JET-A1 and all other class III package products over a 120 day wear period for 12 hours a day. There shall also be no degradation in physical surface appearance or performance after 20 wash/dry cycles. The FHC shall be capable of being worn by a warfighter in any terrain type and climatic condition (Basic and Hot). The FHC shall be capable of maintaining POL protection over the opera tional temperature range of -25?F to 120?F. In addition there shall be no water penetration when exposed to rain, and no degradation of the performance of the FHC when saturated with water. The FHC must be sized and adjustable to fit the central 90% Sold ier (5 % female to 95 % male); A sufficient number of sizes of the FHC must be provided to correctly fit the full range of body sizes of the target audience. The FHC shall be subdued in color and commensurate with current operational uniforms. The FHC sha ll be compatible with all currently fielded and developmental Fuel Handlers clothing and individual equipment (CIE), specifically the Extended Cold Weather Clothing System (ECWCS). The FHC shall have a don/doff time of 5 minutes with a doffing time of 15 minutes if saturated with fuel. The FHC shall not require any special logistical considerations, being supported by the standard Army logistical support system and maintained by user personnel in existing TOE and TDA organizations. The maintenance instru ctions shall be published in an instruction sheet with each pair of coveralls that if possible, can be sewn to the inside of the coveralls. Packaging will facilitate shelf life by preventing FHC from being adversely affected by prolonged storage under any climatic conditions (e.g. precipitation, salt spray, UV, hot/dry, or temperature/ humidity cycling) or exposure to substances such as CB agents, POLs, flight line chemicals, etc. Storage may be in outside areas and non-climatically controlled facilities with temperatures ranging from -40 up to 160 degrees F (IAW AR 70-38). Packaging must be designed to ensure a shelf life of the fuel handlers coverall at least 5 years. Because the reduction of health hazard factors contributes to overall soldier health, the hazards associated with toxic or allergenic materials, combustion products, or heat stress from wearing the FHC must be identified and reduced through design and selection of materials. The FHC shall comply with applicable safety requirements and pre sent no uncontrolled safety hazards throughout their lifecycle. All health hazards associated with the storage, use, and disposal shall be eliminated or reduce d to acceptable levels. The FHC shall be constructed of non-toxic (to skin contact, open wound and inhalation if burned) materials that do not promote mold and fungus growth. Manufactures of the FHC shall not be in legal/ regulatory conflict with safety/ health, air/water pollution, and hazardous waste requirements. Interested firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Interested sources shall include information detailed in the CBD Note 25 regarding a firms experience, personnel, and facilities. Information should include, but not limited too, product cost, technical information (e. g. physical properties, performance characteristics, test methodology (e.g. ASTM, UL), certification/compliance (NFPA, ANSI/OSHA), material identificat ion, and MSDS), illustrations and designs, color availability, warranty terms, relevant company background/experience, ISO 9001 certification or equivalent to ISO 9001, and any other information that the company believes demonstrates the value of their pro duct(s) and ability to meet the requirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
